The HR SME provides functional expertise in the area of Federal Human Resources/Human Capital and draws on extensive Federal HR/HC expertise (both strategic HC and operational HR) to support the development of standards for the employee digital record standards and talent management lifecycle standards. This SME participates in all project workstreams providing senior client advice and insight on all project matters. The SME supports executive OPM and CHCO leadership engagement, standards development, and HC policy analysis. This resource works regularly with OPM and other Federal employees in working group settings to drive toward a government-wide view of HC and its supporting IT solutions.

An ideal candidate will have the ability to:

  • Think strategically – you will develop an understanding of the clients’s vision and all of its workstreams—how they affect and intertwine with the other worsktreams, the client’s immediate partners, and the wider Federal community.

  • Communicate effectively – you will work closely with our client in a fast-moving environment. Leading expectations and delivering concise (but effective) communication frequently is critical. You will provide professional, knowledgeable about what you are communicating, and clear and direct in his or her manner of speech.

  • Organize and execute – you will deliver consistently high-quality work to the client. This role involves creating numerous work products (e.g., slides, reports, white papers, analyses, requirements, etc.) and participating in partner meetings that follow a monthly cadence with frequent landmarks and review cycles.

  • Learn and adapt quickly – you must be able to pivot quickly and deliver consistently high-quality work to meet the changing needs of our client in a vibrant environment. It is essential that IBM stays in-step (if not ahead) of the client on the current events in the Federal HC space, emerging technology/business, partner organizations, conferences/events, and competition.

  • Collaborate with an interactive team – you must enjoy collaborating with a team. You should always be ready to help and eager to support his or her team members.

Required Technical and Professional Expertise

  • 10+ years of Experience in Human Capital

  • 10+ years of Experience in a client-facing role

  • 10+ years of experience with HC requirements development

  • 10+ years of experience with Project Management

  • 10+ years of experience with Training, Talent Management, and Workforce Planning

  • Ability to effectively convey analytical results to a non-technical audience

  • Ability to create strong work products that require minimal QA

  • Ability to document findings in high-quality Power Point presentations, and present effectively to the client

  • Outstanding writing skills, ability to quickly put together client-ready work products

  • Experience with stakeholder management, change management, and communications

  • Ability to quickly assimilate large quantities of information and provide meaningful recommendations and insights

  • Ability to independently combine multiple sources of information into synthesized results and recommendations

  • Certification or extensive experience with change management
