CACI International Principal Acquisition Analyst in Washington, District Of Columbia

Job Description

CACI is seeking a Principal Acquisition Analyst to provide program management and contract support to the Integrated Warfare Systems, AEGIS Production Program Office (IWS 1.0 AP).

What You’ll Get to Do:

  • Provide insight on contract development, negotiations, and execution.

  • Prepare modifications to contracts, letters, technical instructions, and task orders.

  • Draft and develop new contracts/Basic Ordering Agreements (BOA) including all sections, attachments, and exhibits.

  • Assist with negotiations for all new contracts.

  • Assist with drafting of Acquisition documentation such as Single Acquisition Management Plans (SAMP), Acquisition Plans (AP), Acquisition Strategies (AS) Justification and Authorizations (JA), Statement of Works (SOW), Cost Reports.

  • Develop and provide review cycles on Contract Data Requirement Lists (CDRLS) and track their statuses.

  • Prepare presentations.

  • Provide procurement support to the Program Office and reconcile contract and financial data for use in leadership decision meetings.

  • Understand and apply knowledge regarding the relationships between technical, contractual, and financial data using established data management tools such as Standard Procurement System (SPS).

  • Develop Request for Proposals (RFPs) including all sections of the Contracts and CLINs for Production based Contracts, Basic Ordering Agreements (BOA) and corresponding Delivery Orders.

  • Draft and develop modification Purchase Requests (PRs) editing contract language, Period of Performance, Inspection and Acceptance, obligating/de-obligating funding, etc.

  • Develop various attachments and exhibits to the Contract including Statement of Work (SOW), Contract Data Requirement List (CDRLs), Government Furnished Property (GFP) lists, DD-254, ELINS, etc.

  • Draft and develop Technical Instructions (TIs) including tracking and revising TIs for additional funding/scope.

  • Determine impacts to requirements based on changes in funding levels, schedule, and performance and communicate findings to appropriate technical and financial points of contact under the respective Program Office.

  • Assist with developing methodologies to conduct and support reviews of PEO IWS Acquisition Documentation toward improved requirements definition and planning as it applies to timely contract award and funding resource execution and tracking.

  • Participate in the development and maintenance of accurate acquisition data and documentation as it applies toward the development of contract vehicle development, task planning, and financial planning and execution. These documents include: Acquisition Strategies (AS), Acquisition Program Baselines (APB), Acquisition Plans (AP), Single Acquisition Management Plans (SAMP), Command, Control, Communications, Computers and Intelligence Interoperability Support Plans, and Program Environmental, Safety, Health Evaluation Plans, System Engineering Plans, etc.

  • Assist with the development of acquisition documents including Acquisition Strategies (AS), Acquisition Plans (AP), Justification and Approvals (J&As), Sources Sought.

  • Tracking ship availabilities with Contract Delivery Dates to ensure systems are delivered when required.

  • Develop program office letters including CHINFOs, Udefinitized Contract Action (UCA), Determination and Findings, etc.

  • Develop power point presentations for various briefs including Program Reviews, new process pitches, white papers, etc.

  • Maintaining and tracking financial records.

  • Maintain contracting reports tracking contract ceiling, CLIN ceiling, TI funding/ceiling/availability, modifications, cost/fee, etc.

  • Provide Acquisition Policy expertise to ensure Programmatic event, schedules and documentation in support of milestone decisions comply with established policy.

  • Prepare and maintain Task Planning Sheet (TPS) documentation to track Program Requirements and funding to ensure timely programmatic funding to support all tasking.

  • Reconcile funding resources to tasking and requirements and develop impact statements tied to changes in funding and schedule.

  • Update Task Planning Documentation and support ad hoc data calls and data analysis as required.

  • Analyze established policies and processes for areas of improvement.

  • Create briefings for Senior Level Management within PEO IWS and for various technical and programmatic reviews.

You'll Bring These Qualifications:

  • Has experience working in a PMO, interfacing with PARMs, BFMs, Ship Acquisition Program Managers and OEMs, particularly as it relates to ensuring best business case decisions and timely/accurate preparation of Task Planning, Funding execution/tracking, and contractual documentation and other required documentation.

  • Proficient in the use of SPS for the development of RFPs, PRs, TIs, supporting Production Contracts, BOAs, and all associated attachments to include CDRL documents.

  • Expert in the use of MS Office Suite products (Outlook, Word, PowerPoint, Excel, and Access), Adobe Acrobat Pro, and Skype for Business.

  • Knowledge of Acquisition processes as well as DoD and Navy Policy documents including the DoD 5000 series and the Risk Management Policies.

  • Bachelor’s degree and 10 years of experience working with Navy Programs.

  • Can demonstrate proficient understanding of and will be able to communicate to technical specifications against ship installation drawings to ensure timely and effective ship installation and system integration.

  • Familiar with working and coordinating with appropriate ISEA technical expertise to understand impact of changes to funding and/or schedule.

These Qualifications Would be Nice to Have:

  • Former AEGIS DDG US Navy experience or 10+ years of experience working within PEO IWS 1.0
