IBM Project Manager - Science and Forecast Operations in Washington, District Of Columbia

Your Role and Responsibilities

The Weather Company's Science and Forecast Operations (SFO) unit is seeking a motivated, talented, versatile technical Project Manager to oversee a wide variety of projects and tasks from conceptual design through implementation. You will utilize your meteorological background, along with skills in planning, procurement and execution, to facilitate and ensure the effectiveness and efficiency of work being carried out in the SFO unit. You will work closely with scientists, software engineers, meteorologists, and business stakeholders to achieve business-related goals and objectives by taking full ownership of key projects, initiatives, tasks and processes. Location for this role is either Andover, Massachusetts or Atlanta, Georgia.


  • Manage assigned projects and tasks with minimal top-down oversight throughout entire execution to ensure success as defined by adherence to processes, standards of scope, budget, and timeline. Projects may range from science and technology projects to compliance and risk management related efforts.

  • Develop comprehensive project plans that merge stakeholder requirements with company/unit goals and coordinate various managers and technical personnel during all project phases, from initial development through implementation.

  • Proactively communicate with all involved personnel to identify problems, create solutions, and implement efficiency improvements.

  • Manage status reporting and scorecarding and recommend improvements to report on the health and performance of science and forecasting projects and initiatives

  • Oversee and handle the acquisition of resources (e.g. data) and materials as needed before and during projects by interacting with team members, managers, procurement specialists, Counsel, and vendors, including negotiating price and payment agreements.

  • Maintain strong, cross-functional relationships to identify and safeguard project/initiative objectives and deliverables.

  • Propose modifications to project plans by staying informed of evolving stakeholder (internal and external) needs and requirements.

  • As required, own project administrative functions associated with the Science and Forecast Operations (SFO) unit portfolio including, but not limited to, expense approval process, procurement activities, contractor management, vendor agreements, etc.

  • Develop and maintain a thorough understanding of IBM processes and procedures, including compliance, security, and privacy.

  • Anticipate requirements of future projects and initiatives by communicating with internal stakeholders, customers, and technical teams, as well as staying informed of relevant meteorological trends and news.

Required Technical and Professional Expertise

  • Minimum of 3 years' experience performing complex, organizational functions

  • Demonstrated ability to interpret, adhere to and apply established policies and procedures

  • Proficiency with Microsoft Office programs

  • Experience leading medium-scale, cross-functional, complex projects utilizing internal and vendor resources

  • Comfortable presenting and communicating to large groups and across all levels of the organization in an effective, situationally appropriate, clear, and high-quality manner

  • Capable of strong individual contribution and influence across non-direct reporting teams

  • Ability and emotional maturity to work in a productive and cooperative way with a variety of people ranging from VPs to individual contributors and support staff

  • Ability to maintain good judgment in fast-paced, high-stress environments

  • Ability to manage several projects/tasks simultaneously, operate in an ambiguous environment and react to spontaneous changes in priorities

Preferred Technical and Professional Expertise

  • Good understanding of IBM process and procedures

  • Experience working in a science-based organization, including a solid understanding of the scientific process

  • Experience with JIRA / Confluence, GitHub

  • Understanding of Lean and Agile practices and principles

  • Experience with building effective processes for diverse teams in a science/technology-based organization
