Position Title Regional Program Manager
Myanmar - Yangon
AECOM seeks an Regional Program Manager for an anticipated USAID program in Burma that will design and implement interventions to assist vulnerable communities in areas affected by conflict to improve access to essential services, recover from conflict, improve their resilience to future shocks, and empower them to more fully participate in Myanmar’s democratic transition and national reconciliation efforts. The Regional Program Manager will manage a field office and/or geographic or issue-based portfolio. In close coordination with the Chief of Party, the Regional Program Manager is responsible for the overall regional program strategy, including responsibility for financial and administrative management, as well as activity development and implementation. The Regional Program Manager will supervise a staff team to ensure enforcement of proper financial, procurement, and general operational protocols and reporting in the field office, in compliance with USAID rules and regulations. This position is also responsible for advising USAID, the Chief of Party, and other program staff on the evolution of the local political, economic and social situation in their area and on how to continually adapt the program to ensure it remains relevant and effective.
Relevant work experience, including experience with a donor, Contractor, or international NGO managing an office or program.
At least 4 years of experience working on donor-funded projects in a related role.
Demonstrated experience leading diverse staff teams operating in complex environments.
Experience working in in complex, dynamic and challenging field operations in developing countries required. Experience with previous Asian or Southeast Asian countries undergoing transition preferred.
Experience analyzing local, regional and national politics, and channeling that analysis into guiding program staff in identifying and designing interventions that related to the current political and operating environment.
Experience developing and administering grants programs, preferably grants under contract programs.
Financial management experience, including budgeting and financial management (tracking, reporting and accounting, and procurement).
Strong communication skills, including interpersonal and in written and oral English.
Experience with previous Asian or Southeast Asian countries undergoing transition preferred.
Myanmar language skills preferred but not required.
