DynCorp International LLC. Procurement Manager in YORKTOWN, Virginia
Manages and directs all program procurement activities including (but not limited to) subcontracts, leases, purchase orders, BPA's, and MSA's in support of the USCENTAF War Reserve Material (WRM) Program and all operational sites in Oman, Qatar, Kuwait, Abu Dhabi and Yorktown, Virginia. Ensures compliance with DynCorp International (DI) corporate and prime contract policies and US Federal Acquisition Regulations (FAR) (including all applicable supplements) to ensure purchased products and services conform to specified requirements. Manages and provides advice on program procurement activities at all sites. With an average annual spend of $25M and a signature authority of $500,000 per transaction. Maintains and provides purchasing metrics for top management review. Has management oversight over all activities of WRM Associate Buyers, Buyers, Senior Buyers, Purchasing Supervisors, Subcontract Administrators and Subcontract Manager. Ensures all procurement activities conform with WRM Work Instructions, Corporate Sourcing Work Instructions and Quality and Safety regulations in accordance with ISO 9001: 2008, ISO 1400: 2004 and ISO 9004:2009.
Provides management and supervision of procurement staff in the execution of their duties, ensuring that all procurement actions conform to DynCorp directives/policies/procedures, prime contract and FAR/DFAR requirements and other US and local laws and regulations.
Establishes approves and administers company procurement activities; selects most appropriate procurement vehicle to protect company interests and to ensure department responsiveness to the operational mission. Ensures correct prioritization of all procurement requests.
Travels to operational sites and deployed locations as necessary to perform purchasing supervision including planning/audit/inspection/administration and training.
Ensures uniformity of standards is maintained by procurement staff, companywide.
Responsible for compliance of procurement effort in maintaining an approved Purchasing System.
Develops, maintains and enforces Purchasing Standard Operating Procedures (SOP's), Work Instructions and other company purchasing policies and procedures as required.
Ensures all business transactions are conducted in a proper and ethical manner so that no conflict of interest, real or implied, can be construed. Investigates potential procurement ethics violations and provide annual ethics training to all procurement process users.
Ensures proper maintenance of approved vendor lists, as well as ensuring the availability of updated supplier catalogues and pertinent vendor/manufacturer data.
Develops and implements active and progressive procurement training program. Provides purchasing training to purchasing staff and other company personnel as required.
Assists, advises and trains customers in the proper development of Statement/Scope of Work (SOW), specifications/descriptions, etc. to accurately convey procurement requirements.
Executes and manages subcontracts, leases, and contract modifications and ensures compliance with regulations and corporate policies to protect the company
Responsible for the proper management of procurement files consisting of subcontracts, licensing agreements, leasing agreements, maintenance agreements and modifications.
Leads and manages closeout of the procurement files, with the support of accounting and program staff.
Develops and disseminates status reports to sites and management.
Assists in all inspections and reviews conducted by contracting officials.
Provides support to the WRM proposal pricing efforts.
Provides support to the Business Development proposal efforts.
Prepares quarterly Risk Management Reports.
Lead for WRM Supplier Management System.
Perform other duties as required.

Experience & Education
B.S. Degree or equivalent in Business Administration preferred. Minimum seven (7) years' experience with specific knowledge in supervising/managing purchasing and subcontract activities under Defense and Federal Acquisition Regulations.
Seven to ten years' experience in Federal Government contract management encompassing cradle-to-grave procurement, subcontracting (to include, but not limited to, construction) and contracting, direct participation in the competitive process.
Experience with commercial international customers.
Physical Requirements/Working Environment
Works in normal office environment.
May be required to attend Site inspections/meetings during extreme hot weather conditions.
Travel to WRM sites will be required on a periodical basis.
