Position Description: AECOM is seeking a subject matter expert to support the integration of United States Marine Corps activities in support of MAWTS-1 WTI training exercises, to include training students towards synchronization with ground and aviation kinetic fires and maneuver; along with a detailed understanding of their planning processes and limitations which will provide WTI students with integration of MAGTF fires and effects with Joint Forces, US Special Operations Forces, Conventional Forces, Interagency and Partner Nation participants. Shall conduct liaison and foster relationships with representatives from the US Navy, US Air Force, US Army, Coalition Forces, Federal entities, i.e. the Federal Communications Commission (FCC) and/or Federal Aviation Administration (FAA); other governmental agencies (OGA), i.e. the Intelligence Community (IC); academia, including but not limited to Federally Funded Research and Development Facilities (FFRDCs) and University Affiliated Research Centers (UARCs); industry; and other agencies as required. MAWTS-1 requires extensive MAGTF planning experience, as well as subject matter expertise related to Intelligence, Surveillance, and Reconnaissance; Electronic Warfare; Information Operations; and command, control, and communications.
Minimum Requirements (including education): Associates degree and at least 15 years of job-related experience or equivalent.
Excellent communications and analytical skills; working knowledge of computer systems and integrated software application programs (MS Office suite). Position will require travel. Position will require the ability maintain a TS/SCI Security Clearance.
Must have minimum of five (5) years in military operations; specifically focused on the integration of fixed, rotary-wing, and tilt-rotor aviation operations in support of military operations and operational plans (OPLANS).
Shall have extensive understanding of Joint and Interagency activities across the range of military operations, including but not limited to the strategy, policy, and doctrine associated with the planning and execution of USMC aviation operations.
Shall have previous exposure to one (1) training exercise at minimum wherein USMC Aviation operations were included.
Shall have a minimum of (5) years’ experience in planning, scheduling, and conducting aviation training operations in support of WTI course objectives to include: scripting exercise scenarios, development of MSELs, intelligence support scenario development, friendly and adversary electronic warfare support to scenarios and flight evolutions.
Shall have a minimum of (5) years’ experience planning and conducting exercise control to include experience in the development and integration of common operating standards, emerging concepts, technologies, tactics, techniques, procedures, and training through the use of real-time exercise control technologies on military ranges to conduct advanced tactics development and exercise exposure to a high-end threat to the MAGTF.
Experience with exercise debrief and after action tools: Joint After-Action Review – Resource Library (JAAR-RL), SIMDIS (3D display system by NRL). Training on these tools could be accomplished upon hiring
Knowledge / familiarity of Joint Debriefing System (JDS), Individual Combat Aircrew Display System (ICADS), and Joint Aviation Model (JAM), Joint Mission Planning System (JMPS),
Personal Computer Debriefing System (PCDS). Training on these tools could be accomplished upon hiring.
