Leidos Energy Mission Support (EMS) Portfolio is looking for an experienced program manager to serve as a Program Execution and Staffing Specialist and assist portfolio project managers in complying with corporate pre-award and post-award policies and procedures and to staff proposed and ongoing portfolio projects.

NOTE: This is a PART-TIME role offering up to 29 hours per week.

Primary Responsibilities

The EMS Program Execution and Staffing Specialist is responsible for understanding and advising on compliance with the Leidos Civil Group and the Energy and Environment Division pre- and post-award processes for developing and preparing responses to requests for information (RFI), request for proposals (RFP), and other solicitations; preparing and approving project basis of estimates, risk reviews, and approval reviews; conducting kick-off reviews; monitoring periodic project reviews in the corporate project management data base; and scheduling monthly project reviews for ongoing portfolio projects. Other responsibilities include green and red team reviews of proposals.

The EMS Program Execution and Staffing Specialist is also responsible for managing recruitment and staffing for projects, evaluating the needs of the project against the skill sets of the team, and determining what additional experience is needed to meet project objectives for our Department of Energy (DOE) and National Nuclear Security Administration (NNSA) programs. This includes all customer facing positions, as well as any surge and on-demand positions for the Leidos footprint, such as for proposals and contingent positions. This position will be the primary interface between the Talent Acquisition team and the Operations Team to identify program needs, coordinate openings, create position descriptions, monitor applicants, direct candidate screening, and schedule and conduct compliant interviews. This position is also responsible for periodic reporting on open positions and new hires, tracking on-boarding activities and providing resources to new hires on behalf of the Front Line Supervisors.

Required Qualifications

  • Bachelor’s Degree.
  • Ten or more years of experience successfully managing large federal programs including recruiting and hiring staff.
  • Strong written and oral communication skills, including the editing, oversight, and preparation of technical proposals
  • Ability to work independently with a strong work ethic
  • Excellent presentation, strategic thinking, and “people” skills
  • Ability to travel as needed for meetings

Preferred Qualifications

  • Significant and recent project experience working with DOE, the National Nuclear Security Administration, DOE Laboratories, and other federal or Department of Defense government organizations.
  • Experience with Leidos systems, including WorkDay talent acquisition and Fusion systems.
  • Experience with Leidos project execution policies and processes.
  • Two or more years of experience with one of our DOE or NNSA programs is highly desired.
  • Knowledgeable of strategic nuclear weapon modernization programs.
  • DOE Q clearance or DoD TS clearance
