Job Summary

This position is located in Mannheim Germany

The U.S. Army Prepositioned Stock 2 (APS 2) Quality Manager reports to the Project Manager (PM) for the development, implementation, coordination, and management of the Quality Control Program (QCP). The Quality Manager is the subject matter expert for logistic functions and provides guidance on operations, maintenance, supply and transportation functions to ensure quality and compliance. The Quality Manager ensures processes are compliant with the company's Quality Management System and ISO requirements. This position supports the delivery of quality work and services at all levels of the program, manages the Continuous Improvement Program and supports functional managers with Value Based Lean Six Sigma (VBLSS) support to enhance productivity and reduce operational costs. This position interfaces with the Site and Logistics Manager, contracting officials and subordinate managers / technicians to discuss technical issues associated with the operation and repair of armored systems and equipment. This position resolves problems using causative research and information systems to include certification and use of the following classified data systems: Army War Reserve Deployment System (AWRDS); Global Combat Support System-Army (GCSS-A); Standard Army Maintenance System Enhanced (SAMS-E), Logistic Information Warehouse (LIW) and integrated Logistics Analysis Program (ILAP).

The Quality Manager has these specific responsibilities:

  • Provides Total Quality Management guidance in the repair and operations of critical secure and unique U.S. military armored systems that provide direct, warfighter support capability for Secret missions between U.S. Department of Defense agencies and European theater commanders
  • Provides support to Quality personnel and Project Managers to ensure that the required repair and documentation to support repair is available for review as needed and as required by procedures to support customer product acceptance
  • Supports the efforts of the Maintenance Support Teams (MST) and Support Maintenance Services. Ensures that all the equipment repaired, serviced, and retained at the repair facilities is aligned in accordance with U.S. military technical specifications. Provides technical direction to the U.S. military and reviews system implementation to ensure that equipment is deployed and operated in a proper and safe manner, and that all recording and supporting documentation is correctly completed and filed in accordance with U.S. military standards.
  • Supports, advises, and assists supervisors and technicians in troubleshooting support equipment to include disassembly, testing, fault isolation, piece part replacement, static and dynamic operational testing, assembly and operational performance testing and verification that required items meet or exceed original, design or technical specifications. Performs or reviews technical inspections to determine repair and sustainment requirements and their associated costs.
  • Performs or reviews complex, scientific evaluations of failed equipment to determine proper configurations and operating characteristics. The results of the analysis are used to establish required maintenance programs and develop a repair program to reduce system and equipment failures, which in turn will increase mean time between failures.
  • Initiates corrective actions or revises Quality Assurance (QA) procedures in accordance with regulations and internal directives to resolve failures, simplify operations, and increase the efficiency and responsiveness of the repair sections. Provides technical guidance to the government on matters regarding repair facilities and equipment relating to replacement, modernization, substitution and maintenance.
  • Performs reverse engineering to isolate and resolve critical, complex, system and component level failures when military or commercial documentation is not available. Provides guidance and technical direction to technicians and section supervisors to sustain complex military armored systems.
  • Interfaces with Life Cycle Management Commands (LCMC) Logistics Assistance Representatives (LARs) to ensure equipment readiness and sustainability.
  • As required, travels within Germany and NATO to advise on the repair of immediate high priority failures to include Temporary Duty (TDY) trips in support of the U.S. military's mission during exercises and real world contingencies. Deploys on short notice throughout the EUCOM, USAREUR when required in support of U.S. military operations. This may require deployment to potential conflict areas and living in austere conditions

Minimum Requirements

REQUIRED BASELINE EDUCATION:

A bachelor's degree plus 3 years of recent specialized experience; OR An associate's degree plus 8 years of recent specialized experience; OR A major certification plus 8 years of recent specialized experience; OR 11 years of recent specialized experience.

ADDITIONAL DESIRED EDUCATION REQUIREMENTS:

  • Eight years of experience in positions requiring understanding of continuous process improvement and QC techniques
  • Military experience and training in an equipment maintenance field
  • VBLSS Green Belt Certification
  • Certification ISO 9001

ADDITIONAL QUALIFICATIONS:

  • U.S. citizenship
  • U.S. SECRET security clearance
  • Must have or be able to obtain a U.S. Passport
  • Must be able to qualify for and operate Government provided light vehicles
