Job Summary

Provides support in the maintenance, repair, or new construction of all operational facilities within the War Reserve Material (WRM) Program Area of Responsibility (AOR). Implements the Facilities Maintenance Program for all WRM facilities. Acts as the interface between the WRM Program Sites, Contracting Officer Representatives (CORs), and WRM DPM on all Civil Engineering (CE) and Facilities Management (FM) related processes, procedures, and initiatives. Manages and creates AF Form 332s and other maintenance, repair, and new construction estimates. Manages the activities of the AOR’s Facilities Maintenance Program. Ensures compliance with Performance Work Statement (PWS) and ISO 9001:2015 Quality Management System (QMS.

Principal Accountabilities

  • Preparation of facility maintenance, repair, and new construction estimates and AF Form 332s.
  • Preparation of Request for Quotes (RFQs) and technical analysis of subcontract bid packages with Procurement/Subcontracts Department and IAW procurement policies/procedures.
  • Schedule and lead construction site visits, assist Procurement/Subcontracts Department responses to technical vendor questions.
  • Performs site audits assessing facilities maintenance requirements and develops program elements to support those requirements to include job plans, maintenance action sheets, schedules, reports and facility history jackets.
  • Assists WRM Program and COR personnel with scheduled inspection requirements.
  • Participates in inspections, punch-list preparation, and construction completion reports.
  • Prepares or secures and reviews cost estimates, compiles required cost and equipment information, and assists in developing appropriation requests.
  • Responsible for all phases of assigned standard engineering projects to include time and cost, within Performance Work Statement (PWS) guidelines.
  • Creates CE documents, updates facilities reports and other deliverable items for the customer IAW the PWS.
  • Performs Temporary Duty (TDY) within the AFCENT AOR as required by the USAF/WRM Program tasking.
  • Performs regularly scheduled QA audits throughout the AOR and submits reports to the Quality Management System.
  • Performs other duties as assigned.

Minimum Requirements

  • Works in normal office environment.
  • Light to moderate lifting as required carried out in an office environment.
  • Ability to travel domestically and internationally.
  • Must be familiar with modern building practices and utility services and be able to interpret construction drawings.
  • Must be familiar with Work Breakdown Structure and Value Engineering.
  • Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.
  • Proficiency in Microsoft Project (resource-and-material-loaded Project Plan development), AutoCAD, and construction estimating software is highly desired.
  • Must be capable of preparing initial construction estimates through detailed complete bid packages.
  • Must possess a valid home country driver’s license and ability to obtain host nation driver’s license.
  • Must be a US Citizen
  • Must be eligible to obtain and maintain a US Secret Security Clearance.

Preferred Qualifications

  • Bachelor’s Degree in Civil Engineering or Construction Management preferred.
  • Air Force Civil Engineering experience in managing facilities maintenance and inspections desired.
  • Military Construction experience preferred.
  • BUILDER SMS experience desirable.
  • Computerized Maintenance Management System experience (CMMS) required; Maximo desirable.
  • GCC construction estimating experience beneficial.
  • Background or working knowledge of a variety of skilled trades required; specifically, AF Civil Engineering facilities maintenance documentation, planning and supervisory experience preferred.
  • High School diploma or equivalent required.
  • 7-10 years construction management preferred minimum of five years required.
  • 5-7 years construction estimating preferred and minimum of two years required.
