Job Summary

Amentum is seeking a Plant Manager for the Bluegrass Chemical Agent Destruction Pilot Plant project located in Richmond, Kentucky.

Typical Responsibilities include:

  • Perform all work safely and with the utmost concern for the safety of self and other employees.
  • Perform all work in compliance with environmental permits and regulations.
  • May be required to work overtime or varying hours to include shift work.
  • Be at work when scheduled and maintain a good attendance record.
  • Works in close proximity to and or in a chemical demilitarization facility.
  • Assign, supervise and direct work activities of assigned personnel.
  • Responsible for performance evaluations of assigned personnel.
  • Responsible for training and development of assigned personnel.
  • Counsel assigned personnel on company policies, procedures, performance and personnel issues.
  • Initiate and justify personnel actions and recommend salary adjustments.
  • Coordinate with other department’s development of pilot test plans and associated schedules.
  • Provide management for operations, operations support, maintenance, work control and related activities.
  • Provide management for closure related activities.
  • Ensure that conduct of operations are reinforced and adhered to in all activities being performed.
  • Provide plant management compliance oversight and serve as interface to program management compliance organizations to ensure the plant is operated in a safe, environmentally sound, cost effective and disciplined manner that projects the health and safety of the workers, the public and the environment.
  • Play a key leadership role in managing the project schedule through phases of the project.
  • Develop a practical application of chemical and engineering theories and concepts associated with construction, commissioning, systemization testing, operation and closure of facilities handling hazardous, radioactive or toxic material.
  • Maintain a working knowledge of Department of Defense (DoD) and Army regulations related to accountability, environmental, and chemical agent safety, security, and surety.
  • Develop technical solutions and workarounds to address equipment-related problems with minimizing cost and schedule impacts.
  • Recruit, hire and develop qualified management staff to execute project programs while enforcing strict adherence to environmental, DoD and Army regulations.
  • Serve as an alternate Earned Value Management System Functional Manager reviewing and approving cost account plans, monitoring cost account performance and preparing variance reports.
  • Serve as the alternate Cost Account Manager for Plant Management.
  • Work collaboratively across multiple functions and organizations
  • Review work of assigned personnel for compliance with policies and procedures, effectiveness of coordination, technical adequacy, safety and surety, and attainment of objectives.

This position is designated as an unescorted access position and is subject to the requirements of the Unescorted Access Program (UAP). As a condition of employment, candidates and incumbents must favorably complete a personnel security investigation, urinalysis testing, respiratory screening, and must meet and maintain personnel suitability and reliability requirements established by the Blue Grass Army Depot Commander.

Relocation Assistance Provided

BGCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and AR190-59 Unescorted Access Program) with govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of screenings to include but not limited to: a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol testing and medical examination.

All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Respiratory screening and the ability to wear PPE (Personal Protective Equipment) may be required for this position. The ability to obtain/maintain access to the Blue Grass Army Depot is required.

Minimum Requirements

  • Bachelor degree in engineering, construction, project or facility management, or related field and 20 years’ experience including 5 years’ supervision in operations, maintenance, construction, project controls, or procurement

Or

  • Associate degree in engineering, construction, project or facility management, or related field and 24 years’ experience including 5 years’ supervision in operations, maintenance, construction, project controls, or procurement

Or

  • High School diploma or equivalent and 28 years’ experience including 5 years’ supervision in operations, maintenance, construction, project controls, or procurement

Minimum Qualifications:

  • Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access
  • Must be computer literate in common software applications and able to operate general office equipment
  • Must maintain fitness-for-duty standards to perform the essential functions of the position, to include any depot or BGCAPP drill, contingency and/or emergency requirement
  • Ability to apply sound professional judgment in solving a variety of complex and difficult problems requiring the use of initiative, ingenuity, and creativity
  • Capable of performing as the highest project lead on a medium-risk, medium-complexity project
  • Must have excellent communication, leadership and project management skills
  • Strong organizational, leadership and project management skills
  • Ability to understand complex chemical, mechanical, electrical, control, etc. systems and related engineering fields
  • Ability to communicate technical information to the client, senior management, peers and subordinates so that responses are positive, plans are approved, and budgets and resources are allocated to ensure safe and environmentally sound operation
  • Ability to discuss operation challenges and solutions with project management, the client, and oversight or regulatory agencies in a manner that technically complex issues are clearly summarized and solutions are logically presented to gain acceptance


Preferred Qualifications

  • Professional engineering license or other advanced degree
  • Experience in a toxic or hazardous environment
  • Specific training on the theory and operation of chemical demilitarization systems
  • Training and experience in the application of project earned value management system principals
