Job Summary

Amentum is seeking a Operations Manager for the Bluegrass Chemical Agent Destruction Pilot Plant project located in Richmond, Kentucky.

Typical Responsibilities Include:

  • Perform all work safely and with the utmost concern for the safety of self and other employees.
  • Perform all work in compliance with environmental permits and regulations.
  • Be at work when scheduled and maintain a good attendance record.
  • Assign, supervise and direct work activities of assigned personnel.
  • Responsible for performance evaluations of assigned personnel.
  • Responsible for training and development of assigned personnel.
  • Counsel assigned personnel on company policies, procedures, performance and personnel issues.
  • Initiate and justify personnel actions and recommend salary adjustments.
  • Establish standards and expectations for the Operations Department.
  • Reinforce conduct of operations and compliance culture in the Operations Department.
  • Provide direction to operations supervision in the form of goals, objectives, policies and procedures, as well as priorities and constraints that must be met during operations (e.g., schedule, budget, personnel, and equipment restraints).
  • Develop short- and long-range plans to accomplish established goals.
  • Define resources needed to achieve production objectives and provide data for budget development.
  • Monitor the process by which operations personnel are certified and assign responsibilities as required to assist in implementation of the personnel training plan.
  • Establish policy for each major functional activity, approve standard operating procedures, and plan major revisions of procedures or methods in collaboration with other managers.
  • Assess performance of each shift against established departmental and project goals and participate in solving problems identified by subordinates.
  • Ensure all plant logs and required records are timely, accurate, legible, and processed according to procedure.
  • Participate in solving problems identified by the Plant Shift Manager; request assistance from other department managers as required.
  • Review regulations and directives as well as technical data packages to determine actions required to meet production requirements.
  • Ensure plant equipment is started, operated, and shutdown according to approved standard operating procedures. These equipment activities apply to initial startup, normal operations, demonstration testing, trial burns, post maintenance testing, modifications, and campaign changeover activities.
  • Assign an operations representative to the Operational Readiness Review (ORR) Board.
  • Respond to ORR affidavits to ensure the Operations Department is ready to support the activities of a given campaign.
  • Responsible for estimated budget (including salaries) for which the position has oversight.
  • Manage daily operational activities of the plant.
  • Model and reinforce proper conduct of operations for subordinates.
  • Ensure operations personnel are properly trained and qualified to perform their duties and oversee administration of the departmental certification program.
  • Serve as emergency coordinator during contingencies (in the Plant General Manager's absence), keeping management informed of the situation status.
  • Implement regulations and directives as well as technical information to meet production requirements.
  • Implement and manage production schedules.
  • Select assigned personnel, initiate and approve personnel actions, approve leaves, review and determine training requirements for personnel.
  • Responsible for integrating surety procedures and policies in the areas of safety, security, personnel reliability, and other supportive functions into an effective management system which facilitates safe and secure operations.

Relocation Assistance Provided

BGCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and AR190-59 Unescorted Access Program) with govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of screenings to include but not limited to: a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol testing and medical examination.

All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Respiratory screening and the ability to wear PPE (Personal Protective Equipment) may be required for this position. The ability to obtain/maintain access to the Blue Grass Army Depot is required.

Minimum Requirements

  • Bachelor degree in engineering, architecture, science or equivalent and 12 years’ related experience including 5 years’ supervision in a chemical plant, nuclear or fossil power generating station, naval or maritime engineering watch supervisor, or other heavy industry
  • Or
  • Associate degree in engineering, architecture, science or equivalent and 16 years’ related experience including 5 years’ supervision in a chemical plant, nuclear or fossil power generating station, naval or maritime engineering watch supervisor, or other heavy industry
  • Or
  • High school diploma or equivalent and 20 years’ related experience including 5 years’ supervision in a chemical plant, nuclear or fossil power generating station, naval or maritime engineering watch supervisor, or other heavy industry

Minimum Qualifications:

  • Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access
  • Must be computer literate in common software applications and able to operate general office equipment
  • Must maintain fitness-for-duty standards to perform the essential functions of the position, to include any depot or BGCAPP drill, contingency and/or emergency requirement
  • Possess strong organizational skills with ability to coordinate and prioritize projects, adapting to change as they occur
  • Must be detail oriented and possess ability to manage complex and varied projects
  • Must have good communication skills to provide technical assistance, presentations, and training to field personnel
  • Incumbent must be able to demonstrate a detailed understanding of chemicals or chemical munitions, environmental and safety regulations, plant processes, project controls, managing of major contracts, ability to work with people of varied backgrounds and myriad objectives, reach consensus on complex issues in a timely manner, and manage other in performing complex, interrelated tasks in an efficient, effective, and timely manner
  • Considerable knowledge of the operations process and related activities and requirements
