Shift Plant Manager

Job Summary

Amentum is seeking a Shift Plant Manager for the Bluegrass Chemical Agent Destruction Pilot Plant project located in Richmond, Kentucky.

Typical Responsibilities include:

• Perform all work safely and with the utmost concern for the safety of self and other employees
• Perform all work in compliance with environmental permits and regulations
• May be required to work overtime or varying hours to include shift work
• Be at work when scheduled and maintain a good attendance record
• Work in close proximity to and or in a chemical demilitarization facility
• Assign, supervise and direct work activities of assigned personnel
• Assist with development of short and long range plans to accomplish established goals
• Conduct accident and incident investigations
• Ensure assigned personnel have read and understand all applicable policies and procedures
• Counsel assigned personnel on company policies, procedures, performance and personal issues
• Responsible for performance evaluations, recommending salary adjustments and reviewing leave requests
• Prepare and review plans, procedures and manuals for project implementation as necessary
• Establish and enforce standards and expectations for assigned personnel
• Provide clear, concise goals and objectives, policies and procedures, priorities and constraints that must be met during operations (i.e. schedule, budget, personnel and equipment restraints)
• Review resumes, conduct interviews and identify desired candidates
• Revise Plan-of-the-Day documents
• Provide resources and data for budget development needed to achieve production objectives
• Review technical data packages, regulations and directives to determine implication on operations with respect to safety, environmental, security, surety, treaty compliance and production
• Implement plans, policies, procedures, directives, technical data packages and schedules to meet production requirements
• Ensure equipment is started, operated, and shutdown according to approved project standard operating procedures. These equipment activities apply to initial startup, normal operations, demonstration testing, post maintenance testing, modifications, and/or campaign changeover activities to support closure.
• Ensure that Chemical Weapons Convention treaty compliance and verification requirements are implemented
• Periodically tour plant observing while ensuring compliance
• Reinforce conduct of operations and compliance culture
• Responsible for administration of certification program, training and development of assigned personnel
• Responsible for coordinating and approving all activities during assigned shift
• Identify housekeeping and facility material condition deficiencies to the appropriate departments for corrective action
• Make decisions regarding masking and evacuating potentially affected areas, select evacuation points, and keep management informed of events
• Make timely notifications when required by plant events and procedures
• Prepare shift change-over documents, review production data, and conduct precise, informative shift briefings establishing goals and priorities
• Assess plant conditions during any contingency that could represent a risk to personnel and specify any personal protective equipment needed
• Assist in assuring proper operation of system equipment at startup as well as after major modifications or other downtime
• Ensure all operating activities are performed safely and according to approved standard operating procedures within the requirements of limited condition of operations
• Evaluate heat stress requirements and stay times
• Participate in monitoring equipment changes, subsequent tests, and determine solutions if equipment operations are not acceptable
• Participate in problem solving discussions with management
• Responsible for ensuring qualified and certified personnel are available to meet LCO requirements and maintain operating conditions
• Responsible for prioritizing, coordinating with government representatives, and approving any operating mode changes that affect LCO, safety items or overrides the automatic control systems (i.e., LCO compensating measures, hardware or software jumpers, valve deviations)
• Review and analyze data regarding operations, test plans, procedures and reports
• Review maintenance work orders to ensure compatibility with plant conditions and approve start of all maintenance, operations, testing and surveillances
• Verify munitions processing and sign off on accountability and Certificate of Destruction (COD) documents
• May serve as Deputy Operations or Operations Manager in event of their absence
• May serve as Emergency Coordinator during contingencies in absence of the Deputy Plant Manager within SDC 1200
• May serve on Management Advisory Team (MAT)
• May serve as On-scene Director of daily operations for SDC 1200
• May serve as Senior Incident Commander during contingencies, taking emergency action as necessary to prevent or mitigate consequences of contingency conditions and place the process in a safe, stable condition following an event
• May serve as treaty point of contact
• Must serve as an Emergency Response Team Member

This position is designated as a chemical duty position and is subject to the requirements of the Chemical Personnel Reliability Program (CPRP). As a condition of employment, candidates and incumbents must favorably complete a personnel security investigation, urinalysis testing, medical exam and respiratory screening, and must meet and maintain personnel suitability and reliability requirements established by Army Regulation 50-6. BGCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and AR190-59 Unescorted Access Program) with govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of screenings to include but not limited to: a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol testing and medical examination.

All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Respiratory screening and the ability to wear PPE (Personal Protective Equipment) may be required for this position. The ability to obtain/maintain access to the Blue Grass Army Depot is required.

FSGSG

• Bachelor degree in engineering or related field and 6 years’ supervisory experience in management of industrial chemical, petrochemical, petroleum, nuclear, fossil, or demilitarization processing plant

Or

• Associate degree in engineering or related field and 10 years’ supervisory experience in management of industrial chemical, petrochemical, petroleum, nuclear, fossil, or demilitarization processing plant

Or

• High school diploma or equivalent and 14 years’ supervisory experience in management of industrial chemical, petrochemical, petroleum, nuclear, fossil, or demilitarization processing plant

Minimum Qualifications:

• Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access
• Must be computer literate in common software applications and able to operate general office equipment
• Must maintain fitness-for-duty standards to perform the essential functions of the position, to include any depot or BGCAPP drill, contingency and/or emergency requirement
• Possess strong organizational skills with ability to coordinate and prioritize projects, adapting to change as they occur
• Must be detail oriented and have excellent oral and written communication skills to provide technical assistance, presentations, and training to field personnel
• Experience working in a toxic/hazardous materials environment
• Considerable knowledge of the operations process and related activities and requirements
• Incumbent must be able to demonstrate experience in a chemical, petrochemical, power plant or equivalent operation, and the ability to work with people of varied backgrounds and myriad objectives, reach consensus on complex issues in a timely manner, and manage others in performing complex, interrelated tasks in an efficient, effective and timely manner

• Considerable experience in work control management
• Considerable knowledge in making real time process or production decisions representing plant management
• Experience in chemical demilitarization operations, ammunition production or maintenance supervisory position
• Experience in maintenance, quality control, or systems engineering
• Operations program development and training experience
• Significant control room operations experience
• Significant technical procedure development experience
• Understanding of hazardous materials, furnaces, scrubber systems, management procedures, and techniques
