Job Summary:

This position will support our Construction & Protective Services (CSSG) Business Group. The person in this role has very high strategic impact across the Business Group. This individual is responsible for managing critical contractual formation and management tasks and contractual obligations of high risk and visibility. He/she manages the negotiation, acceptance, and ongoing compliance of contracts. Reviews and approves contractual documents. Ensures satisfaction of customer specifications, requirements, and deliverables while monitoring for adherence to company policy. Advises management of contractual rights and obligations and provides interpretation of terms and conditions. The successful candidate will possess in-depth understanding of the contractual concepts and principles that are commonly found in the Construction and Protective Services industries. This position potentially leads and directs the work of other employees. Typically requires BA and 8-10 years.

Successful candidate requires high degree of independent and creative judgment applied to highest-level goals and objectives of the corporation and specifically the business group. Requires a strong understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC contracts and supplemental acquisition regulations of government agencies. Experience working for a Small Business and/or an 8(a), ANC is a plus.

Responsibilities

Job Responsibilities:

  • Establishes highest-level contract strategy and drives implementation of strategic contract opportunities with the most significant impact to the corporation, while working closely with the internal team (the Project Manager, Business Developer, Operations, Project Controller, Finance Department, and Senior Management etc.)
  • Leads contract negotiation s and provide contractual domain expertise in implementation, execution and administration for competitive type contracts as well as sole source, directed awards.
  • Prepares formal contract correspondence and ensures contractual compliance with terms and conditions, federal and state regulations and restrictions, as well as internal management objectives for existing and new business activities.

  • Works with different contract types (FFP, T&M, Cost Plus and hybrids), modifies contracts and exercises options, terminates and closes out contracts.
  • Provides guidance and leadership to cross-functional business team members to identify risk assessment and mitigation.
  • Has regular interaction with finance department, project controls, senior management and customer Contracting Officers.
  • Champions contract policy and procedures assists in reviewing for efficiencies and improvement. Interprets contract policies, operating practices, and performance standards.
  • Drafts and negotiates contract terms, for confidentiality agreements, teaming agreements, and contracts including price and payment terms, makes recommendations that will be favorable as a Prime contractor.
  • Reviews and performs risk analysis of Requests for Proposals (RFPs) to include compliance metric’s, develops spreadsheets and audit trails for responsive and compliant submissions, identifies risk and prepares mitigation strategies; provides input for pricing strategies.
  • May provide formal training in contract domain expertise.
  • Understands the business case and has an appreciation of financial/analytical issues and profit and loss implications.
  • Initiates, tracks and administers contract funding, to include active Purchase Orders.
  • Prepares formal contract correspondence.
  • Works directly with technical personnel and legal counsel, provides input and advice in regard to contractual rights and obligations as well as clarification of contract terms and conditions.
  • Assists in reviewing and developing policies and procedures; interprets contract policies, operating practices, and performance standards within the Contracts Department.
  • Regular interaction with finance, project control, senior management and customer Contracting Officers.

Qualifications

Minimum Qualifications:

  • Demonstrable experience in bidding, negotiating, administering federal contracts in the Detention / Security / Protective Services industry.
  • Minimum of 8 years Contracts Management experience with at least 2 years in a leadership role.
  • Bachelor’s degree in business, management, Contracts Management, or related field or 14 years of experience with at least 2 years in a leadership role in lieu of degree.
  • Experience overseeing all contract types (FFP, T&M, Cost Plus and hybrids)
  • Significant experience in supporting/participating with proposal development teams in the Security industry.
  • Experience with contract modifications and options.
  • Experience handling contract terminations and close outs.
  • Demonstrated understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC contracts and supplemental acquisition regulations of government agencies.
  • Knowledge of small business and small disadvantaged business requirements.
  • Experience in audits and corrective action plans.

Desired Qualifications:

  • Past knowledge and experience in constructionANDSecurity / Protective Services industries isHIGHLYdesirable.
  • Certificate in Contract Management is desirable.
  • Ability to hold a Secret or TS clearance a plus.

Physical Demands:

  • Must have the ability to sit for long periods of time in an office or cubicle.
  • Must have the ability to type on a keyboard and look at a computer screen for long periods of time.
  • Must have the ability to work effectively in a fast-paced work environment.
