Job Summary

Amentum is seeking a seasoned manager in the pre-construction field for the Senior Estimator - Construction role to assist and manage the pre-construction group in our Classified Design and Construction Office located in Annapolis Junction, Maryland.

You are a leader who is willing to listen and collaborate, has exceptional communication skills, and can think outside the box when needed. You will be responsible for managing all activities related to estimating the elements of project cost including labor, materials and permanent equipment, supplies, consumables and expenses, construction equipment rental and operating costs, contingency, escalation, program risk, etc. You'll also manage the estimating function for groups, regional locations, and/or major projects.

Responsibilities:

  • Manage and lead all estimating activities, including: estimate planning, preliminary project schedule, coordination of estimating activities, equipment and material take-off, costing, vendor and subcontractor quotations, calculating Return on Invested Capital (ROIC) and Internal Rate of Return (IRR), preparation of a basis of estimate, and leading estimate reviews.
  • Implement estimating policy, procedures, and systems consistent with the company mission and competitive practices.
  • Ensure systems are maintained and established guidelines are implemented for various types of estimates in accordance with established policies and procedures.
  • Maintain an adequate level of personnel, with appropriate levels of skills and training, to staff on-going estimating activities and meet project objectives.
  • Participate in contract and change order negotiations and Bid/No Bid decisions.
  • Assures quality archival of historical data (consistency, current, accurate, and complete).
  • Work directly with subcontractor to resolve technical matters during negotiation and contract execution.
  • Responsible for budget preparation and performance plan.
  • Develop purchase requirements and complete purchase requisitions
  • Expedite material and equipment orders as required to support the pre-construction process.

Minimum Requirements

  • Bachelor’s degree in Engineering/Construction or related field of studies, and at least 8 years of estimating experience
    • Or in lieu of degree requirement, must have at least 16 years of estimating experience
  • At least 5 years of management responsibility
  • Experience in the Construction industry
  • Strong knowledge of RS Means estimating
  • Position requires some travel to other offices for meetings and training
  • Position requires travel to domestic and overseas locations to support pre-bid requirements
  • Due to the nature of the work, must be a U.S. citizen
  • Must have the ability to obtain a Top Secret security clearance at a later time during employment

Preferred Qualifications

  • Timberline Software Experience
  • MS Project or Primavera project scheduling experience
  • Ability to prepare narratives for technical proposal requirements
  • Active Top Secret Clearance
