The Defense & Intelligence Group of Leidos has an opening for the Navy’s Service Management, Integration and Transport (SMIT) Outside Continental United States (OCONUS) Piers Service Delivery Manager in Yokosuka, Japan or Naples, Italy. The SMIT contract will provide secure end-to-end Information Technology (IT) services to more than 400,000 hardware devices and 600,000+ users at over 1,600 Continental United States (CONUS) sites and over 82 OCONUS site across Asia, Europe, and the Middle East; constituting one of the largest combined networks in the world.

Under the OCONUS Piers portion of the contract the Leidos team will deliver provide pier side connect/disconnect service, network administration, and fiber optic cable repair supporting US Navy vessels arriving and departing from piers in Europe, the Middle East and Asia. This position may also provide management and oversight of the OCONUS Field Services Support and Tier II/III Engineering services to the Navy OCONUS Navy Enterprise Network (ONE-Net) in Europe, the Middle East, and Asia as SMIT OCONUS services converge.

Job Summary:

The ideal candidate will have previous experience leading a geographically-distributed OCONUS team, with a focus on IT services and knowledge of the Navy Networks and piers connectivity requirements. The Service Delivery Manager will provide program oversight of the connectivity of Naval vessels at OCONUS Piers in support of the SMIT contract. The Piers Service Delivery Manager is responsible for ensuring connect/disconnect service is provided to all vessels arriving and departing OCONUS pier locations serviced by the SMIT contract within the contractual service level target timelines. The Piers Service Delivery Manager will provide the Government accurate and timely status regarding task execution and performance and will be responsible for the accurate and timely delivery of all deliverables. The Service Delivery Manager will oversee all network operations and engineering; connect/disconnect at the piers, maintenance; repair and replacement of cables; and all staffing/managerial activities of two regionally based teams. As SMIT OCONUS services converge, this position may also require oversight and management of the ONE-Net Field Service Support and Tier II/III Engineering services in Europe, the Middle East, and Asia. This position can be based out of either Yokosuka, Japan or Naples, Italy. The candidate must be willing to relocate to either location.

Primary Responsibilities:

  • Serve as the Leidos primary representative for SMIT OCONUS piers service connectivity issues.

  • Represent Leidos at program related meetings attended by, or at the request of, the SMIT Piers Government representative.

  • Maintain overall programmatic (cost, schedule, performance) responsibility for the execution of tasks in support of SMIT OCONUS Piers.

  • Communicate critical and time sensitive program-related information directly to the Government and other delegated Government personnel.

  • Lead and manage a team of Network Engineers, Network Operations Specialists, IT Specialists, and Fiber Optic Cable Repair technicians to manage and monitor the OCONUS piers network infrastructure and provide connect/disconnect services to all US Navy vessels arriving or departing from piers in Europe, the Middle East, and Asia.

  • Ensure the OCONUS Piers service level agreements and objectives are met for all US Navy vessels arriving or departing from piers serviced by the SMIT OCONUS piers contract.

Basic Qualifications:

  • Bachelor's degree with 12+ years of overall relevant experience.

  • Specific experience managing and/or executing the planning, provisioning, and delivery of network services and/or other technically complex information technologies services to large organizations either internationally or across multiple US states.

  • Demonstrated experience leading regular communications with the supported organization’s senior leadership and direct accountability for all managed activities.

  • Currently possess a DoD SECRET security clearance.

Preferred Qualifications:

  • Prior Navy NGEN, SMIT, ONE-Net or NMCI experience.

  • PMP Certification. •ITILv3 or v4 Foundation level or higher.
