Work you'll do:

As a member of the team, you'll provide system engineering support to the Program Office.

  • Provide expertise in all phases of training and exercise support ashore and afloat, to include: planning, analysis, design, development, implementation, evaluation, life cycle maintenance, and training equipment support in accordance with DOD, SECNAV, OPNAV, and SPAWAR instructions and policies.
  • Design, develop, route, and support the approval of program training documents such as the following: Front End Analysis (FEA), Training Requirements Plan (TRP), Navy Training Systems Plan (NTSP), Training Systems Plan (TSP), Human Systems Integration (HSI) Plans, and Training System Installation Plan (TSIP).
  • Participate in Training Requirements Planning (TR) activities with Fleet Forces Command (FFC), NAVYCYBERFOR, NAVIFOR, Center for Information Warfare Training (CIWT), Center for Surface Combat Systems (CSCS), Navy Expeditionary Combat Command (NECC), Type Commands (TYCOM), and Forward Deployed Naval Forces (FDNF) to ensure consistent and relevant training is provided to the Navy and DoD enterprise.
  • Identify and define program training requirements, concepts, strategies, and plans for PEO MLB systems.
  • Provide input to and support development of key logistics documents including, but not limited to: annual spend plans, ULSSs, CARDs, HSI Plans, and NTSPs to support program Milestone and Fielding decisions for the U.S. Navy's Command and Control systems.
  • Monitor the development and delivery of schoolhouse and Integrated Learning Environment (ILE) curriculum for PEO MLB systems.
  • Evaluate and validate training products, as required.
  • Coordinate and monitor installation of technical training equipment (TTE) at learning sites and ensure completion of Training System Installation Plans (TSIP).
  • Provide support to the fleet by responding to requests for information (RFI).
  • Work with SPAWAR 4.0T Fleet Training Liaison/Quota Control Authority (QCA) for the publishing of and management of SPAWAR-provided training in Corporate enterprise Training Activity Resource System (CeTARS).
  • Bid and Proposal support as requested.

Required Skills:
  • Five (5) years of demonstrated experience in training planning, curriculum development, and coordination of training installations.
  • Three (3) years of experience implementing training utilizing OPNAVINST 1500.76C or newer series.
  • Experience with utilizing the following databases: SPIDER, HARPS, NSERC , AIM/CPM-LOM, and CMPRO is required.
  • A Master Training Specialist (MTS) certification or equivalent is highly desired.
  • An active secret clearance is required for this position.
  • Bachelor's degree in Curriculum Development, Adult Education, or related technical or business area.
