Junior Personnel Security Specialist

Job Summary

Amentum is seeking a Junior Personnel Security Specialist to join our Security team in Chantilly, VA. This position is authorized for partial remote support.

All Personnel Security Specialists are considered members of the PERSEC team. The PERSEC team operates as a service center and conducts personnel security enterprise wide. Service tickets/requisitions are received, and action is taken by the first team member to receive the ticket/requisition irrelevant of the division/group the ticket/requisition is for. Requests/processes include: initiating clearances, periodic re-investigations, crossovers; conducting clearance checks, review and processing Security Pre-Screen checks, Visit Authorization Requests, CAC’s, fingerprinting, answering a myriad of questions received from applicants, employees and customers, etc..

Roles and Responsibilities:

• Initiate national security background investigations (Top Secret, Secret, Confidential) utilizing the Electronic Questionnaires for Investigations Processing (e-Qip) through DISS and other Government Database and methods
• Initiate positions of public trust (Suitability/Favorability) through the Office of Personnel Management (OPM) Portal
• Coordinate with OPM in regards to personnel investigations for completion of clearance processing
• Conduct quality control review of investigation packages (Questionnaire for National Security Positions SF86, 85, 85P’s, etc.) to ensure they are complete and accurate prior to submittal (no entry left blank, required timelines are covered, etc.)
• Work closely with Facility Security Officers (FSOs) and Contractor Security Officers (CSOs)
• Assist employees/candidates with security paperwork
• Process and submit SF4311 for clearance crossovers of clearance from the DoD side to the Intelligence side
• Protecting data at all times as required by DoD Regulations
• Initiate, process and submit Sensitive Compartmented Information (SCI) Packages and Special Access Program (SAP) Packages
• Conduct clearance checks enterprise wide for legitimate business purposes utilizing DISS and Scattered Castles
• Review Security Pre-Screen Forms for all applicants requiring a security clearance or Position of Trust and providing results utilizing PART 147 – Adjudicative Guidelines for Determining Eligibility for Access to Classified Information under TITLE 32 - National Defense. Subtitle A - Department of Defense

• High School Degree or GED with 2-3 years of personnel security experience (or equivalent)
• Must be U.S. citizen
• Must have an active Secret Security clearance
• Working expertise of JPAS and e-QIP
• Possess working knowledge of DoD 5220.22-M-National Industrial Security Program Operating Manual. Direct working knowledge of Investigative Requirements IAW Paragraphs 2-201, e-Qip 2-202, Pre-Employment Clearance actions 2-205, Acceptable Proof of Citizenship 2-206 & 2-207
• Experience with processing security clearances (National Agency Check with Law & Credit Checks (NACLC - T3), NACLC PR (T3R), Single Scope Background Investigation (SSBI), SSBI Periodic Reinvestigation (SBPR), Periodic Phased Reinvestigation (PPR))
• Experience with processing positions requiring Suitability requirements (National Agency Check (NAC), National Agency Check with Written Inquiries (NACI), Background Investigation (BI), Moderate Risk Background Investigation (MBI), High Risk Background Investigation, Position of Public Trust)

• Top Secret security clearance
• Bachelor's degree
