Job Summary

Nuclear Waste Partnership, an LLC of Amentum, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as an Emergency Management Specialist to join our Emergency Preparedness team located in Carlsbad, NM.

The successful candidate will under limited supervision, utilize technical knowledge and experience to assist in the implementation of Emergency Management (EM) plans, procedures, and policies in accordance with DOE Orders. Perform moderately complex technical work focused on planning, developing, appraising, and implementing an Emergency Management Program compliant with DOE orders and directives. The candidate will review and recommend updates to Emergency Management (EM) plans, procedures, and policies to comply with DOE Orders, Code of Federal Regulations (CFR) and Internal WIPP requirements. Review and recommend updates to the Continuity of Operations Program for the WIPP site in compliance with DOE Orders. Handle official records in accordance with the Records Inventory and Disposition Schedule. Complete and follow Required Reading and Long Term Timely Orders as directed. Maintain WebEOC, Everbridge, DOE Emergency Communications Network, and Emergency Operations Center (EOC) equipment as required by relevant procedures or direction. Maintain Memorandum of Understanding (MOU) with local, state and federal agencies in coordination with the EM Operations Team Lead. Review and provide input for the Nuclear Safety All Hazards Survey (Emergency Planning Hazards Survey, Threat and Hazard Identification Risk Assessment) and Emergency Planning Hazards Assessment. Develop, maintain, and deliver EM training as an EM Subject Matter Instructor (SMI). Develop and conduct drills, including preparation of After Action Reports (AARs). Develop, conduct, and evaluate exercises, including the preparation of AARs and Corrective Action Plan (CAPs). Complete assigned corrective actions through successful closure of WIPP Forms, and other formal action tracking systems. When directed, provide input for Internal and External assessments, Key Performance Indicators, Emergency Readiness Assessment Plans (ERAPs) and Continuity Readiness Assessment Reports (CRARs), Personal Safety and the safety of coworkers. Other duties as assigned by EM Operations Team Lead, or EM Manager.

NWP Exempt Salary Grade (32-34)


Minimum Requirements

  • Bachelor’s Degree with ten (10) years of related experience, or
  • Associate’s Degree with fourteen (14) years of related experience, or
  • High School Diploma with eighteen (18) years related experience is required.
  • Five (5) years of Emergency Management or similar experience is required.
  • Able to maintain Personal Identity Verification and if program or site requires a security clearance.
  • Due to the nature of the work, all candidates must be US Citizens.

Preferred Qualifications

  • Must have good written and oral communications skills, including strong proofing/editing.
  • Must have knowledge of DOE EM and COOP orders and policies and related CFRs.
  • Knowledge of WIPP procedures and policies.
  • Must possess interpersonal skills, discretion, and professionalism to establish and maintain effective relationships with all levels of management, peers, customers and offsite agencies.
  • Must be proficient with computer and business software.
  • Previous WIPP Project experience is a plus.
