Contract Specialist
Job Summary
POSITION SUMMARY:
Works with and supports the Contract Manager on a wide variety of Contract
Administrator duties and tasks. Develops proposals and negotiates with the
Government personnel on contract and other task requirements within BOS/ROS
contract at PMRF.
MAJOR JOB ACTIVITIES:
Receiving and distributing for review, Request for Proposals (RFP),
Modifications, Equipment Assignments, etc.
Maintains historical database of RFPs, Proposals, Standard Operating
Process’, Contract Deliverable Requirements Lists including; cost and on-
time completion data.
Gathering data from the various departments within Koa Lani for cost and
technical proposal development for the Prime Contract and Delivery Order
Contracts.
Reviewing proposal data to ensure compliance with methodologies followed
for Basis of Estimates, as well as with indirect rates and Collective Bargaining
Agreement (CBA)/Service Contract Act (SCA), Davis Bacon Wage
Determination, as applicable. Ensuring proposal responds to RFP
requirements.
Maintains a contract database, including a contract modification value log
and other logs as required to track changes and costs on Prime Contract,
Subcontracts and Delivery Order Contracts.
Administers and maintains file documentation for all contract activities.
Conducts fact-finding meetings and negotiations for resulting Delivery Order
awards and Modifications to the Prime Contract.
Administers and maintains contract files for all additional tasking to the Prime
Contract.
Interfaces with Contract Task Managers and Koa Lani Range Operations
Planners in developing project schedules and tracking performance.
Interfaces with Government counterparts and Finance team in developing
funding status for open and closed Delivery Orders.
Monitors, tracks and reports costs of Delivery Orders. Produces Estimate To
Complete and Estimate At Completion data for Delivery Orders.
Mentors Contract Task Managers in the Proposal process and project
management concepts.
Performs other duties as required.
Minimum Requirements
Education:
A.S. Degree or two years business certificate
Experience:
Four (4) years experience in job cost accounting and project management or
related field is required. Must have knowledge of Federal Acquisition
Regulations (FAR).
Experience with Government contracts is required.
Must have knowledge of Federal Acquisition Regulations (FAR) and government
procurement and subcontracting systems, policies and procedures.
Must possess the following PC skills:
MICROSOFT OFFICE: Word, Excel, Outlook, Power Point and Microsoft Project
Working Environment:
General office environment with site visits to remote sites
Effective oral/writing communication and interpersonal skills are required
Physical Activities:
Lifting, pushing and pulling: 1-10lbs

SECURITY CLEARANCE:
Secret security clearance is required. Applicants selected must be a US Citizen in order to apply for a Secret Security Clearance. Applicants selected either must currently
possess a Secret clearance or will be subject to a Government security investigation
and must meet eligibility requirements to obtain clearance prior to commencement of
employment, and maintain a security clearance for access to classified information or
Closed/Restricted Areas throughout duration of employment.
