Job Summary

Nuclear Waste Partnership, an LLC of Amentum, is seeking candidates for a rewarding career opportunity to support the Waste Isolation Pilot Plant (WIPP) and be part of the nation’s only repository for the disposal of nuclear waste known as Transuranic (TRU) waste. We seek a Personnel Security Specialist in Carlsbad, New Mexico.

The successful candidate will be responsible for supporting the Waste Isolation Pilot Plant (WIPP) Personnel Security (PERSEC) and Badging Program, Operational Security (OPSEC) Program, and Unclassified Foreign Visits & Assignments (UFV&A) Program and other Security responsibilities as directed. Will assist with the facilitation and administration of the Department of Energy (DOE) Safeguards and Security Awareness and Education program for WIPP and Carlsbad Field Office (CBFO) personnel. Provide information for Quarterly Deliverable Reports. Support the review and update of personnel security procedures and support the issuance of temporary badges in the visitor lobby. Will perform database updates and enrollments of site accountability system, access control system, WIPP Individual Identification Numbering System (WIINS) and Local Site Specific Only (LSSO) Badging Software. Perform Homeland Security Presidential Directive-12 (HSPD 12) Sponsorship duties in support of the personnel security section. Perform annual assessments of PERSEC/OPSEC programs and support the Implementation of the OPSEC Program and tasks. Review information generated by or for WIPP Project activities to prevent the release of sensitive information, review and support the update of the WIPP Critical Information (CI) list and documentation as necessary to reflect current assets, threats, operations and other relevant factors. Will serve as the Backup role to process requests for security clearance extension, upgrades or terminations. Initiate and review electronic Questionnaire for Investigative Processing.


Review completed backgrounds for employment suitability. Enter and verify information in the Foreign Access Central Tracking System (FACTS). Ensure that the Security plan documents the subject matter expert (SME) review, Host, and escort requirements as applicable. Backup role as Foreign Travel Site Official Point of Contact. Backup role to review and approve Releases of Photos and Information for OPSEC purposes. Develop and provide OPSEC threat briefings, education, and training. Verify site wide OPSEC training (WIPP all General Employee Training (GET) initial and annual) is compliant with order requirements and oversight expectations. Participate in appropriate DOE personnel security program working groups, and other duties as assigned.

Minimum Requirements

  • Bachelor’s degree, or
  • Associate’s degree with four (4) years of related experience, or
  • High School Diploma or GED plus eight (8) years of related experience is required.
  • Must be able to obtain and maintain a DOE “Q” designation security clearance.
  • The successful candidate must have good interpersonal skills in dealing with the public and good communications skills.
  • Must be proficient with computer programs such as Microsoft Office Suite and data entry.
  • Due to the nature of the work, all candidates must be US Citizens.

Preferred Qualifications

  • Experience in DOE badging and HSPD 12 PIV processing preferred.
  • An Active DOE “L” or “Q” security clearance is desired.
  • Preference given to those candidates with knowledge of security orders, procedures, company rules, and policies.
  • Previous WIPP Project experience is a plus.
