Description

Leidos is currently seeking an Environmental Specialist with an emphasis in Air Quality to join our Environmental Portfolio Planning and Sustainability Environmental Planning team. The Environmental Specialist will play an integral part in our NEPA and environmental compliance practices. This position will provide support to various DoD customers.

Primary Responsibilities:

  • Prepare environmental analyses and documents that can include, but not limited to Categorical Exclusions, Environmental Impact Statements, and Environmental Assessments. Assist with NEPA compliance and completing interagency and intergovernmental consultations.
  • Assist the DoD Environmental Planning group in implementing regulations promulgated by the Council on Environmental Quality in accordance with Executive Order on Protection and Enhancement of Environmental Quality to protect and enhance the quality of human environment and meet national environmental goals associated with the implementation of various NEPA actions.
  • Interface with various DoD services including headquarters offices, command levels and local duty stations as well as support to other contractors when required.
  • Interface with Public Forum groups as needed.
  • Identify impacts of proposed actions associated with DoD actions as assigned, specifically for air quality but could also include: hazardous waste/materials, socioeconomic, land uses, and water quality.
  • Determine the emissions level from current operations and prepare air quality analysis on proposed actions in accordance with NEPA requirements of each individual DoD service.
  • Provide support for other affected environmental resources as requested.

Basic Qualifications:

  • Bachelor’s degree and at least 6 years of relevant experience or a Master’s degree and 4 years' experience
  • Experience collecting data, developing reasonable project assumptions in coordination with conducting air quality and GHG technical analyses.
  • Familiarity with state and federal air quality and climate change environmental policy and regulation, including NEPA, and CAA
  • Knowledge of air quality models such as the Air Force’s Air Conformity Applicability Model [ACAM], the California Emissions Estimator Model [CalEEMod], and EPA’s Motor Vehicle Emission Simulator [MOVES])
  • Familiarity in evaluating environmental justice issues and risk management as they relate to air pollution
  • Working knowledge and proficiency utilizing Microsoft Office applications to include: MS Word, MS Excel, MS Outlook and MS Power Point
  • Highly developed presentation skills, and ability to work within a team setting

Preferred Qualifications:

  • Experience writing and reviewing NEPA documents, including but not limited to: Categorical Exclusions (CATEX), Environmental Assessments (EA) and/or Environmental Impact Statements (EIS)
  • Experience supporting the DoD or other federal programs.
  • Proficiency using Air Conformity Applicability Model (ACAM)

Pay Range:

Pay Range $87,100.00 - $157,450.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
