Leidos has a need for a Personnel Deployment Analyst (PDA) at their location in Bridgewater, VA. This is an exciting opportunity to use your skills in deployment strategic planning, emergency response, and data and records management on the PSS-T Program. The PDA must diplomatically negotiate deployment strategy within the context of a difficult and ever-changing set of customer and host nation requirements. They must then be able to effectively develop and implement guidance to Leidos personnel that complies with these requirements. These requirements include, but are not limited to, deployment rotation planning, travel visa acquisition and compliance, Letter of Authorization and Common Access Card maintenance policy, CONUS Replacement Center (CRC) eligibility requirements, and export policy of data and equipment. The PDA will also work with various stakeholders to develop proprietary information systems and statistical analyses that improve internal processes and provide actionable data for use in deployment strategy to a multitude of entities across ASO, then train teammates on the use of the resulting information.

THE CHALLENGE (primary responsibilities)

This position will report directly to the Personnel Logistics Manager. This role requires strategic planning of complex deployment actions for large groups of Leidos, subcontractor, and Prime company personnel, with little supervision. It requires regular negotiation with top level customer representatives in planning and implementing procedures that comply with complex policy, put in place by the US and host-nation governments. The PDA maintains effective communications with all Team Leidos internationally deployed personnel and coordinates scheduled rotations with a solid grasp of a 90-120 day readiness outlook, as well as emergency leave, medical evacuations and other operations involving the assignment and movement of personnel; maintains updated information on all deployment personnel such as deployment status, medical currencies, expatriate tax status, individual training requirements, emergency contact data and other required information; coordinates CONUS replacement center scheduling and communicates individual training requirements; responds to emergency requirements as needed; remains knowledgeable of and adheres to Leidos HR policies, Combatant Command personnel policies, and local base policies affecting contractor personnel; analyze and report valuable actionable data for use in improving deployment strategy and processes. PDA must be prepared to respond adeptly to questions regarding requirements for entry to new locations across the globe. The PDA will work extensively with Microsoft data analysis tools including but not limited to Excel, Power Query, and Power BI. PDAs are expected to fully integrate with, improve, and develop data analysis tools and processes in the pursuit of efficient and effective deployment strategies. Additional responsibilities include working closely with PLOG management, Leidos Division and Operation leadership, and the Leidos Software Development team to assess, design, and implement PLOG information systems to be used across a myriad of ASO functions.

WHAT SETS YOU APART (basic qualifications)

This position requires the ability to effectively communicate with all levels, including deploying personnel, Leidos managers, Government customer POCs, subcontractor POCs and vendor representatives. Must remain current on Leidos and Government policies and procedures. Must demonstrate ability to analyze and solve complex problems and understand the broader factors that create such problems. Must have experience with tracking, analyzing, and reporting complex data, using Microsoft Excel or similar tools. Must have experience with MS Excel automation and query language. The ability to multitask and coordinate the actions of others in a fast paced, quickly changing environment, is essential. Must be responsive to urgent inquiries and be available to support deployment needs on short notice, including nights and weekends, if required. Must be available to periodically work long hours as needed. Must have domain knowledge relative to international deployment requirements and processes.

REQUIRED EDUCATION: Bachelor’s Degree and less than 2 years prior relevant experience. Additional years of experience may be considered in lieu of degree.

REQUIRED EXPERIENCE: 2+ years of administrative or human resources experience required. Must be proficient in Microsoft Office (to include Excel, PowerPoint, Word, and Outlook) as well as Adobe Acrobat and SharePoint. Must demonstrate proficiency with development of Microsoft Excel formulas, Data Analysis using Power Query, Power BI, or other database management and statistical analysis tools. Must have skills in analyzing and reporting complex information for use in identifying actionable decision points and courses of action. Ability to multitask is crucial, as well as ability to remain current on and quickly implement changing requirements. Strong written and verbal communication skills and strong interpersonal skills are essential.

OTHER REQUIREMENTS:

Ability to obtain SECRET level clearance.

Preferred Qualifications

Proficiency with DOD SPOT-ES System, CAC TASS System, and PRMS. Proficiency with the Leidos hiring and other personnel actions databases, as well as proficiency in the Aircraft and Personnel Automated Clearance System (APACS).

Pay Range:

Pay Range $42,250.00 - $76,375.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
