Description

The Digital Modernization Sector has an opening for a Project Manager for the Global Solutions Management – Operations II

(GSM-O II) contract. This contract includes the Operations, Sustainment, Maintenance, Repair, and Defense of the Defense

Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information

Systems Agency (DISA). It also includes support to other key tasks for DISA, including the transformation of DISA’s operational

mission through innovation, and support to DISA’s mission partners.

The Project Manager will be responsible for the leading and managing the migration of legacy telecom tools into the ServiceNow

Solution. The Project Manager will have working knowledge of ServiceNow and/or enterprise cloud migration experience, to

include implementation experience within an Agile framework and will need to be able to lead best practices with both internal

and external stakeholders. The ideal candidate will have a background of successfully collaborating with customers and customer

stakeholders.

The Project Manager will work in a collaborative and innovative culture to provide our customers with the best

possible solutions that meet their strategic goals.

Candidate must be able to be on site at Fort Meade daily. At a minimum, a Secret clearance is required upon the start of

employment and within 14 days following the start date the employee must obtain their Security + certification.

Primary Responsibilities

The successful candidate primary responsibility will:

  • Collaborate with process owner(s), technical leads, and a variety of process stakeholders.

  • Working closely with End Users, Software, Data, and DevOps Engineers, and Data Scientists.

  • Tracking, monitoring, and making updates to user stories directly in the Atlassian Jira tool.

  • Provide significant, measurable input to new solutions, processes, or standards to achieve functional/project objectives.

  • Quickly adapt to customer dynamic environment and adopt their processes and foster innovative ideas.

  • Asking questions & raising concerns as soon as possible without being prompted

  • Employing exceptional problem-solving skills

  • Support the project manager to guide the planning to support requirements gathering, gap analysis, business process re-engineering, and data mapping with key customer stakeholders.

  • Support the project manager with integration meetings with the project managers and staff to develop project plan, coordinate deployment requirements, and support the project and program managers to communicate key plans to the customer and operators.

  • Ensure the Integration and Deployment teams are properly coordinated and have the required resources to execute the migration and deployment of legacy system to the cloud.

  • Identify risks, resolve problems, and verify effectiveness of corrective actions.

  • Support the project manager to ensure that Technical Leads are adhering to DevSecOps Engineering processes for phased and incremental baseline deliveries.

  • Support the project manager with managing the cost of the project, ensure proper staffing to execute the project, and operate with the budget.

  • Identify and execute actions needed to mitigate any cost drivers.

  • Support the project manager with managing the growth, performance, and professional development of staff. · Ensure team is effectively collaborating and communicating across team, to management, and stakeholders.

  • Effectively and impartially navigate teams with conflicting priorities.

  • Demonstrate strong collaboration skills to ensure quality and adherence to production guidelines for deliverables.

  • Manage schedules and milestones.

  • Ensure high quality delivery process and execution.

Basic Qualifications

  • Must be able to obtain and maintain a TS/SCI Clearance.

  • Must have 2+ years JAVA experience.

  • Requires a US Citizenship.

  • Must hold an active DoD Secret clearance.

  • Must be able to commute to Ft. Meade, MD for full time on-site support.

  • Bachelor’s Degree with 12+ years of relevant experience or master’s with 10+ years of prior relevant experience. Additional years of work experience in lieu of degree is acceptable.

  • Experience formulating a technical strategy.

  • Knowledge of Agile Development Methodology working expertise and/or certifications

  • Knowledge of DevSecOps processes · Knowledge of Engineering and Management Processes (e.g. ITIL, PMP)

  • Knowledge of Federal and DoD industry/government best practices · Experience with Risk and Opportunity Management

  • Experience effectively communicating at senior levels within a customer organization.

  • Ability to collaborate with Program Management and customers in forming strategies to improve performance, reliability, and cost effectiveness.

Preferred Qualifications

  • Agile, ITIL and PMP Certifications

  • AWS Cloud Certifications

  • Experience with ServiceNow Telecom products.

  • Hold and active security certification that meets DOD 8570 IAT level II or higher, such as Security+

Pay Range:

Pay Range $108,550.00 - $196,225.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
