The Leidos Military and Veterans Health Solutions Operation has an opening for a Data Manager to join the Operational Readiness Directorate at the Naval Health Research Center in San Diego, CA.

This position will support the Epidemiology and Data Management Support Department in their mission to perform research on the mental and physical health of military personnel to improve military readiness, wellness, and quality of life.

This is a full-time position and is a hybrid work schedule: eligible to work remote with a requirement to occasionally work on-site at the Naval Health Research Center in San Diego, CA. The number of days on-site may vary depending on training and office needs. Telework schedule subject to change based on program and customer requirements. Work hours to coincide with the standard command business hours of 0700-1630.

The Data Manager’s main function is to access various databases to extract relevant data and construct comprehensive, project-specific datasets. *This position does not have supervisory responsibilities*

Primary Responsibilities

  • Support department research by performing data extractions from multiple data repositories.

  • Integrate data across dissimilar data sets of structured and unstructured data.

  • Ensure accuracy and completeness of data prior to its delivery to research and analytics teams.

  • Develop and design tool sets that support internal data processing for quality control or forecast.

  • Serve as a point of contact for all protected data sources used by the department to extract and merge required data from multiple sources to appropriately answer research study questions.

  • Responsible for performing various data manipulations and transformation on raw data to create analytical-friendly datasets.

  • Performs data archive procedures based on established departmental guidelines.

  • Maintain and update documentation on all related processes and procedures, such as data request and data completion forms.

  • Contribute to data management processes, including data verification, cleaning, and quality assurance.

  • Conduct frequent data accuracy and integrity checks; work to resolve identified issues/errors in project datasets.

  • Work with Human Protections and Regulatory personnel to ensure compliance with all regulatory and DOD policies.

  • Effectively communicate with peers, project leads, and the government customer in performance of program efforts.

  • Work independently to achieve day-to-day objectives which impact operational results and project deliverables for the department.

  • Ensure tasks are completed on time for mission requirements.

  • Assist other technical staff with tasks as needed for customer mission.

Required Education, Knowledge, Skills and Abilities

  • Bachelor’s degree in Data Science or related technical discipline with 2 to 4 years of experience.

  • Proficiency in SQL for data extraction, manipulation, and analysis from relational databases.

  • Proficiency in one or more scripting language such as R or Python.

  • Experience with Linux/UNIX and Windows OS command line.

  • Experience in constructing and analyzing complex medical records databases, including data merging, cleaning, and verification processes.

  • Strong, self-motivated desire to learn new programming languages, tools, frameworks, and techniques.

  • Excellent interpersonal, verbal, and written communication skills.

  • Must be a US citizen and have the ability to obtain a Secret DoD Security Clearance.

Preferred Qualifications

  • Hold an active Interim or Secret Security clearance.

  • Experience with SAS programming language.

  • Knowledge of and experience with machine learning, cybersecurity, and data analytics.

  • Experience with military and healthcare data.

Pay Range:

Pay Range $65,000.00 - $117,500.00
