Job Summary

Typical Responsibilities Include:

  • Perform all work safely and with the utmost concern for the safety of self and other employees.
  • Perform all work in compliance with environmental permits and regulations.
  • May be required to work overtime or varying hours to include shift work.
  • Be at work when scheduled and maintain a good attendance record.
  • Work in close proximity to and or in a chemical demilitarization facility.
  • Human Resources (HR) Manager will assign, supervise and direct work activities of assigned personnel.
  • Responsible for performance evaluations of assigned personnel.
  • Responsible for training and development of assigned personnel.
  • Counsel assigned personnel on company policies, procedures, performance and personnel issues.
  • Initiate and justify personnel actions and recommend salary adjustments.
  • Provide counsel and advice to management on human resources and employee relations issues, including disciplinary actions.
  • Responsible for development, implementation, monitoring and maintenance of human resources policies, practices, procedures related to recruitment services, employment, absences, holiday, vacation and terminations. Requests specific deviation from corporate policies or standards as required.
  • Ensure management and supervisors are trained in compliance issues, e.g., Americans with Disabilities Act, EEO, drug and alcohol abuse, sexual harassment; wage and salary administration; performance evaluations.
  • May perform duties as Cost Account Manager to provide budgetary input for department in accordance with the earned value method and general administration for the efficient operation and performance of the human resources function.
  • Review and approve salary offers to ensure conformance with corporate employment and compensation policies and practices.
  • Administer compensation program for project by reviewing salary budgets and performance appraisals to ensure that merit and promotional increases adhere to corporate guidelines.
  • Administer company benefit programs.
  • In accordance with established policy and practices, approves applicant interview and pre-employment medical expenses and payment of agency fees.
  • Supervise the preparation of AAP and reports, and support the company’s EEO Program for the project. Monitor hiring and development of qualified minorities, women, handicapped, disabled veterans, and veterans of the Vietnam era and advise management on findings.
  • Responsible for project start up and transition of talent acquisition and staffing needs.
  • Manage for positive employee relations and provide over site for all industrial relations including labor relations activities.
  • Serve as company advocate as necessary regarding EEO, OFCCP, wage and hour and state agencies regarding compliance and or complaints.

Minimum Requirements

Basic Qualifications:

  • Bachelor degree in business administration, personnel management, industrial relations, human resources, or demonstrated equivalent and 8 years’ generalist experience with a background in employment, general administration and application of human resources policies and practices, Affirmative Action Plan (AAP), Equal Employment Opportunity (EEO), compensation, benefits and staff development, with at least 2 years human resources management

Or

  • Associate degree in business administration, personnel management, industrial relations, human resources, or demonstrated equivalent and 12 years’ generalist experience with a background in employment, general administration and application of human resources policies and practices, AAP, EEO, compensation, benefits and staff development, with at least 2 years human resources management

Or

  • High school diploma or equivalent and 16 years’ generalist experience with a background in employment, general administration and application of human resources policies and practices, AAP, EEO, compensation, benefits and staff development, with at least 2 years human resources management

Minimum Qualifications:

  • Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access
  • Must be computer literate in common software applications and able to operate general office equipment
  • Must maintain fitness-for-duty standards to perform the essential functions of the position, to include any depot or BGCAPP drill, contingency and/or emergency requirement
  • Ability to apply sound professional judgment in solving a variety of complex and difficult problems requiring the use of initiative, ingenuity, and creativity
  • Good communications (verbal and written), organizational and analytical skills
  • Strong organizational skills
  • Knowledge of state and federal human resources laws, policies and procedures and their application in the day-to-day working environment
  • Ability to perform detail-oriented work
  • Must have excellent communication, leadership and project management skills

Preferred Qualifications

  • Experience in Government contractor human resources environment
  • Senior Professional of Human Resources or Professional of Human Resources certification
  • Thorough knowledge of the company and its organizational structure and philosophy
  • Thorough knowledge of the engineering and construction industry
  • Knowledge of current Federal/State wage and hour laws, employment laws and regulations, Affirmative Action and EEO legislation, and experience in presenting the company’s position to the various compliance agencies
  • Experience in developing and conducting human resources related training programs
