Job Summary

Primary purpose or role of this position:

Manages and leads the IT Governance and Projects group for the Legacy Management Support contractor. Set vision and direct teams to identify improvement opportunities, initiate and complete projects, collaborate with the client, customers, and others within the IT organization, and set and implement IT and data governance policies

Primary responsibilities and essential functions of this position:

•Directs work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

•Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning

•Provides leadership, coordinates, and administers the strategic IT life-cycle planning and programming process

•Develops and manages annual project and governance budgets

•Coordinates the development and implementation of IT projects and IT governance initiatives.

•Oversees, advises, and assists in the coordination, development, and preparation of various project Charters in support of the LM program.

•Collects, analyzes, and summarizes information and trends as needed to prepare status reports and studies.

•Participates in the development, coordination, and implementation of changes and/or improvements in fiscal, human resources, reports, and/or other management systems and procedures for the LMS IT Task.

•Performs miscellaneous job-related duties as assigned.

•Experience managing, leading, and working on teams to design solutions and integrate systems.

•Experience migrating legacy systems to newer technologies.

•Demonstrated on-the-job experience coordinating with other team members and ensuring problem solution, appropriate risk reduction, and user satisfaction.

•Experience supporting project life-cycle including configuration management, eliciting requirements, system design, developing test cases, and deploying to multiple environments.

•Experience in four or more of the following areas: systems design and architecture, geospatial architecture; data management, software engineering, project management, governance and compliance, network operations, telecommunications, solution implementation and support, information technology management, or related area.

•Proven ability to be flexible and work hard, both independently and in a team environment, in a fast-paced environment with changing priorities.

•Meets goals and deadlines, delivery dates.

•Demonstrated on-the-job experience in technical writing, interpersonal communication skills, and presentation/training skills.

•Demonstrated on-the-job experience preparing test cases and deployment plans.

•Experience with configuration management tools

•Must be able to work together and communicate maturely and professionally with co-workers and federal customers.

•Ability to see the big picture, viewing the total systems perspective with a technical understanding of relationships, dependencies and requirements of hardware and software components.

•Strong inter-personal and written communication skills.

•Presentation/training skills.

•Self-motivated, with the ability to prioritize, meet deadlines, and manage changing priorities.

•Excellent English oral and written communication skills.

•Ability to coordinate across remote team members, management, and customer Familiarity with SCCM

Working knowledge of a project life-cycle, configuration management, IT Governance, and risk management frameworks

•Knowledge of IT architecture

•Strong analytical and problem-solving skills.

•Proficient in the use of Microsoft Office products, including Microsoft Visio©, Word©, Excel©, PowerPoint©

Ability to commute to one of these sites: Morgantown, Grand Junction, Westminster


Minimum Requirements

Bachelor's degree in Computer Science, Engineering or Business Management and at least 12 years of IT operations-related experience or equivalent, including 3 years as an Operations Manager or as the unit’s technical lead.
