Work you'll do

As a Senior Consultant within our Workforce Transformation practice you will:

  • Lead the design to modernize Federal Agencies capacity to recruit and retain a workforce that can defend against increasingly sophisticated and dynamic threats to the nation's critical network
  • Help provide innovative solutions in four task areas: talent experience, strategy, branding and communications, and talent acquisition
  • Assist in the rulemaking process for a new Talent Management System to attract talent-from initial submission to OMB, to interagency and public reviews, to final publication
  • Support the continued design, initial launch, and refinement of the new Talent Management System
  • Assist the writing of an internal "Operating Guide" which serves as guidance for existing and new federal employees and details how their teams would conduct their day-to-day business to acquire and retain talent
  • Organize and deliver services on a cross-section of complex projects
  • Be responsible for the development of business and vendor relationships
  • Lead pursuit teams focused on new opportunities and lead major aspects of the proposal development process
  • Be responsible for project(s) financials including development of financial plans
  • Lead day-to-day interactions with executive clients and Deloitte team
  • Establish relationships in strategic client positions; negotiate, lead, and facilitate these relationships
  • Display both breadth and depth of knowledge regarding functional and technical issues
  • Provide counseling/coaching, leadership and support for delivery teams and staff
  • Actively participate in staff recruitment and retention activities providing input and guidance into the staffing process

Qualifications

Required:
  • 5+ years of experience
  • Bachelor's degree
  • Experience authoring policies in at least one HC functional area: strategic talent planning, compensation, recruiting, career development, work schedules, deployment, etc.
  • Experience as a human capital SME reviewing policies, legislative proposals, draft regulations, etc.
  • Experience working in a human capital policy office in a cabinet level agency or OPM
  • Must be able to obtain and maintain required clearance for this role
  • Up to 50% travel may be required
