Department

The Domestic Human Resources Department provides subject matter expertise and strategic HR counsel to ensure that the organization’s US domestic human resources policies and practices are aligned to allow the organization to carry out its mission effectively and efficiently.

MSF-USA’s DHR functions incorporate a full-range of HR functions including benefits and wellness, recruitment, hiring, training and development, onboarding, and EEO / DEI / Employee Relations. This range of responsibilities and competencies provides an encompassing insight into the many issues, concerns, and challenges inherent in managing a global workforce.

DHR’s role is critical in ensuring that the unique legal requirements as an employer in the US, and the impact of cultural practices are taken into consideration while developing strategies for the many

differences among the various MSF sections.

Knowledge of employment-related laws and practices is required to minimize the risk to MSF as an employer and to guarantee that all employees, volunteers, and field workers are protected.

DHR is responsible to:

  • Ensure the elaboration and the implementation of the Domestic HR Management Policy.
  • Investigate and resolve employee relations and Equal Employment Opportunity (EEO) matters.
  • Conduct intake, investigation and resolution of staff reports related to allegations of professional and behavioral misconduct.
  • Help navigate MSF-USA human resources practices in collaboration with key Movement interlocutors to ensure alignment where possible for a global MSF workforce.
  • Safeguard compliance with US labor and employment law.
  • Oversee and administer benefit and wellness programs including medical and 401(k) for domestic staff.
  • Conduct the Employee Feedback Survey, officewide HQ training, and HQ staff Training & Development.
  • Provide tools and HR metrics for job analysis and performance.
  • Provide strategic advice and planning for DHR and international issues.
  • Support the Movement with mobility for hosted and seconded positions.
  • Coordinate with Field Human Resources to ensure synergies and operational effectiveness within US legal constraints.
  • Recruit and retain HQ staff.

Project

Under the supervision and direction of the Assistant Director of Domestic Human Resources, the Domestic HR Associate performs duties associated with the management, coordination and participation of a specialty area within the Department of Human Resources. Work involves performing professional work in one or more areas to include employee benefits, recruitment, onboarding and/or payroll processing. They will perform, and outline tasks required to administer and execute human resource programs including but not limited to recruitment, onboarding, benefits, training and development. They will also assist with various HR department initiatives, programs and events, as well as serve on project teams and committees as needed.

Tasks

  1. Essential Functions and Responsibilities:

Benefits (35%)

  • Administer all aspects of employee benefits programs, including but not limited to: health insurance, dental, vision, long term disability, basic voluntary life insurance, flexible spending account plan, retirement plans and employee assistance program (EAP)
  • Develops communication, training and orientation materials related to MSF-Benefits offerings.
  • Manages and maintains relationships with internal colleagues, consultants, vendors, advisors, and other third parties in connection with the Benefits programs.
  • Assist with employee benefit inquiries and claims resolution issues ensuring a high level of customer service.
  • Coordinate with other Human Resources units and Payroll Department to maintain correct benefits accruals and payroll deductions initiate.
  • Work with insurance broker regarding insurance renewals and changes.
  • Effectively manage the annual Open Enrollment process and benefit fair.
  • Act as a liaison with benefit vendors, fostering positive relationships on behalf of Doctors Without Borders/MSF.
  • Interpret and communicate employee benefits policies and work/life options and manage their implementation.
  • Oversee the Benefits Orientation for new employees in support of a smooth on boarding process.

Compliance (30%)

  • Responsible in conjunction with Assistant Director of HR, for the filing and submission of regulatory reports (ACA, EEO, etc.) to local, state, and federal regulatory body including but not limited to EEOC, Medicare, Bureau of Labor Statistics, NY Department of Labor.
  • Conduct internal audits on HR data in HRIS, Payroll and Benefits system.
  • Ensures the proper maintenance of demographic data, EEO records, and other pertinent HR records.
  • Updates and maintains employee files and records in accordance with HR best practices and legal requirements.
  • Update employee handbook.

Wellness (15%)

  • With other members of the wellness program implement and develop a Wellness program for MSF-USA staff.
  • Member of the Wellness Committee.
  • Co-manage the budget for the Wellness Committee.

Management (20%)

  • Hires, manages and evaluates office volunteers, work-study students and/or interns for administrative tasks within the Domestic HR Department.
  • Support implementation of HRIS systems, benefits systems, and transitions of HR systems and process
  • Delegates tasks, consults with and guides staff to achieve goals. Provides ongoing feedback in a context of mutual respect.
  • Make suggestions to streamline work process to improve efficiency for HR Assistant and overall HR workflow.
  • Attends regularly scheduled HR team meetings to brainstorm solutions to problems, share resources and best practices and coordinate activities.

  1. Supervisory Responsibilities:

Hires and supervises one or more office volunteers, interns and/or Work Study students who work on specific clerical, administrative or research projects in support of the department, quarterly. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training unpaid staff; planning, assigning, and directing work; appraising performance; and addressing complaints and resolving problems.

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

  1. Working Conditions, Travel and Environment

The duties of the job require regular attendance 5 days/week for a minimum of 35 hours.

Qualifications

  • Minimum 5 years’ relevant HR work experience, 2 of which must be in a human resources management capacity, plus a Bachelor’s Degree in HR or related field, or equivalent combination of training and experience.
  • Strong ADP program and vendor management experience.
  • Outstanding analytical skills and HRIS experience.
  • Knowledge of and ability to apply government regulations related to benefit plans (ERISA, COBRA, HIPAA, ADA, and FMLA)
  • Excellent interpersonal and communications skills, including ability to effectively present information to job applicants, vendors, and other employees of the organization.
  • Keen attention to detail with ability to track multiple projects at one time.
  • Ability to work with a minimum of supervision.
  • Ability to prioritize ongoing vs. immediate needs appropriately.
  • Strong computer literacy, including ability to use word processing and spreadsheet software and to search the internet and navigate new user interfaces to post jobs, etc.
  • Ability to write business correspondence, and internal memos.
  • Strong motivation for working in a non-profit environment.
  • Experience working for a non-profit or NGO preferred.

Expected to work in a hybrid remote work environment with the ability to come into either the NYC office or regional hub (Washington, DC or Bay Area, California) a minimum of 2 times a week.
