Job Summary:

The Project Manager (PM) has overall responsibility and authority for the successful performance of all aspects of the contract including the project management, contract scope requirements, customer relations,labor relations, employee relations, employee safety & health, and vendor/subcontractor management. He/sheis responsible for implementing any programs or process improvements to continuously enhance the servicesprovided for any of the contract aspects. The PM is the dedicated management administrator for all AGScontractor-provided support services and ensures the flow of operations between all contractor-staffed positions

of the contract. Works cooperatively with the company leadership to develop and attain the goals and objectivesof the contract within the scope and policy defined by the client agency and according to the policy direction ofthe company. Has budgetary responsibility for all contract costs and is accountable for meeting all financialobjectives. The PM reports to the President of AGS

Responsibilities

Job Responsibilities:

Project Manager duties shall include but are not limited to:

  • Plans, and provides leadership, for the administrative and security programs of the facility.
  • Makes short-term and long-range plans and schedules. Sets goals and establishes objectives and actions to achieve such plans.
  • Develops and maintains close working relationships with the client departments and their representatives.
  • Directs the activities of all contractor related facility functions, assigns duties and delegates authority to accomplish them.
  • Establishes programs and activities to motivate employees and enhance employee morale.
  • Establishes programs and activities to improve employee safety and health and achieve a zero incident culture.
  • Establishes creative methods to enhance, improve, and optimize operations to reduce costs for both the contractor and the client.
  • Directs the work of other employees, including selection, hiring, evaluating job performance, employee training/development, promoting and any disciplinary or corrective action, including termination.
  • Ensures that adequate procedures, methods, and techniques are established in all programs,disciplines, and operations so that functions are executed with maximum efficiency and cost effectiveness.
  • Monitors compliance with established facility methods and systems and seeks improvements in all functional areas including but not limited to program management, business services, detention, transportation, and food service.
  • Works collaboratively with corporate Shared Services functions to ensure services provided are designed to meet contract objectives.
  • Ensures the ability of the facility staff to respond appropriately to emergencies.
  • Clears policy matters with the appropriate corporate and/or client officials, whenever necessary.
  • Advises facility management and staff of pertinent matters.
  • Remains aware of statutory requirements, and legal decisions, that affect administrative decisions and/or operations of the facility.
  • Analyzes proposals, financial statements, records, statistical reports, budget estimates and
  • justifications for proposed expenditures.
  • Develops and maintains close working relationships with government and private agencies including local, state and federal law enforcement units, and the community.
  • Responds on a 24-hour, 7-day basis to significant unusual occurrences.
  • Develops and maintains strong relationships with leadership of bargaining units.
  • Performs other duties and responsibilities as needed to ensure the effective and successful
  • operation of the facility.
  • Ensures ACA and ICE Performance Based National Detention Standards (PBNDS) are communicated to the work force, and that these standards are met in every aspect of Contractor services.
  • Meets weekly with the client to review contractor performance and plan improvements.
  • Confirms the contractor is in compliance with the Staffing Plan.
  • Ensures the QCP is executed effectively.
  • Monitors performance of managers, captains, and supervisors; and provides opportunities for advancing their careers.
  • Ensures delivery of a Monthly Activity Report that summarizes contractor staffing, activities, and performance for the contract’s previous month period.
  • Attends ACA accredited annual training.
  • Manages and oversees the training department.
  • Always maintains a strong leadership presence in the facility
  • General work schedule is Monday-Friday 0800 to 1700.
  • Regularly walks the entire facility (ACA requires 2X per week, minimum).
  • Attends shift briefings randomly and as needed for communicating critical information to staff.
  • Randomly visits and inspects operations during night and weekend shifts.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree from an accredited university or college in a related field such as Law Enforcement or Criminal Justice; or Business. The degree requirement may be satisfied by completion of a career development program that includes work-related experience, training, or college credits at a level of achievement equivalent to the bachelor’s degree.
  • Strong leadership ability, sound judgment, and effective administrative ability
  • Resonates leadership in every aspect of daily activities with a very high level of moral integrity, honesty, treating everyone with dignity and respect, and keeping commitments
  • Strong analytical skills for resolving complex cross functional problems
  • Clearly demonstrates the ability to guide, direct and coordinate the efforts of others
  • Ability to resolve interpersonal conflicts and build strong interpersonal relationships with staff, unions, and client personnel.
  • Must have strong math and MS-Excel skills to track costs and expenditures against budget.
  • Must have understanding of time management methods to enable satisfying multiple competing objectives.
  • Minimum of five (5) years of related detention/prison administrative experience.
  • Must be capable of negotiating and making binding decisions for company.
  • Must demonstrate excellent verbal and written communications skills with all levels of management and interfaces with ICE Personnel.
  • Ability to prepare and review management, business, technical, and personnel reports
  • Knowledge of program objectives, policies, procedures, and requirements for managing a secure detention facility.
  • Working understanding of ICE PBNDS and American Correctional Association (ACA) Standards.
  • Able to pass the ICE National Agency Check, Person of Public Trust Level III.
  • Must be a United States citizen, or a person law.
