Senior Purchasing Manager
Job Summary
Amentum is seeking a forward thinking, driven, motivated Senior Purchasing Manger to lead our project purchasing teams.
Essential Responsibilities Include:
- Leads a purchasing organization to support company or project requirements.
- Mentors. trains and supervises the performance of purchasing personnel at multiple locations; documents employee performance issues and participates in resolutions as appropriate.
- Assigns tasks to the purchasing personnel and ensures conformance to budget and schedule.
- Implements prime contract requirements including those from Nuclear Regulatory requirements and FAR.
- Responsible for compliance of purchasing effort in maintaining an approved Purchasing System.
- Participates with management in development of strategies and plans.
- Assists in the analysis and utilization of estimates to predict key project issues.
- Assists in the evaluation of business opportunities and potential profitability.
- Assists the Project Manager in troubleshooting and improving estimates.
- Recommends new policies or changes to existing purchasing policies and procedures regarding purchasing systems.
- Identifies and develops recommendations for improving technical expertise.
- Develops training and development programs within an area of technical expertise. Conducts training sessions as appropriate.
- Identifies and tracks action items.
- Prepares and implements purchasing plans, staffing plans, and procedures for medium to large size projects.
- Maintains information on trends that may impact purchasing budget or schedule and ensures that project management is fully aware of the trends.
- Determines types of agreements to be used for the materials required.
- Reviews and approves negotiation strategy and leads or designates leaders for negotiation meetings.
- Works with the Contracts Teams and Legal Department to determine prime contract flow-downs including those from the FAR, and to resolve supplier exceptions to terms and conditions.
- Oversees the coordination with divisions and/or SBU in the management of purchasing processes as contractually required for SBU projects.
- Reviews and approves purchase orders.
- Resolves supplier disputes/claims.
- Seeks appropriate counsel from management as required to meet complex project issues.
- Analyzes project control reports relative to staff productivity and earned value and takes appropriate action.
- Researches and develops new sources of supply and keeps informed of new products, manufacturing processes and price trends
Minimum Requirements
- Bachelor’s degree in an associated discipline. Two (2) years of additional experience in purchasing or subcontracting may be substituted for each year of the four (4) years of college.
- Ten (10) years’ experience in government purchasing/subcontracting environment required. Prefer at least five (5) years supervisory experience in purchasing/subcontracting.
Preferred Qualifications
MBA or Master level degree preferred.
Secret Clearance or higher preferred
