Department

The Procurement & Facilities Services department provides an array of services to MSF-USA. In Procurement it works with and serves staff by providing assistance with sourcing & vetting of vendors, launching RFP/RFQs, contract oversight & management, policy & procedure creation, risk avoidance & analysis, vendor performance & relations and staff training with an emphasis in obtaining project goals and acquiring goods and services at the best quality, value, and price.

In Facilities Services, the department creates and maintains an accessible, comfortable, and efficient office environment that fosters communication, collaboration, and exchange of ideas.  The department is responsible for maintaining the physical space, responding to staff needs and requests, offering fully stocked office and café supplies, and provides a safe and secure environment.

The department is also responsible for booking travel for HQ staff, works with FHR booking staff, maintains the travel policy and provides training on the Online Booking Travel tool.

Project

The Procurement Manager is responsible for maintaining and updating a comprehensive procurement policy and procedure, creating and delivering trainings, and working with various stakeholders and experts to reduce risk and maintain procurement and contract compliance. The manager will work in increasing MSF-USA’s commitment to DEI and environment initiatives when sourcing new vendors and creating a diverse vendor pool.

Tasks

1. Establish, update and maintain a comprehensive procurement policy by

  • Extending beyond the current Financial Code of Conduct
  • Updating policy based on new trends and different sourcing models
  • Collaborating with the global procurement teams and resources
  • Working with all stakeholders; contract owners, requisitioners, finance department, information security and data privacy & risk and control staff

2. Develop procurement procedures by

  • Adhering to the approved procurement policy
  • Learning established procurement platform and creating processes within the platform for different applications such as purchase contracts, requisitions, purchase orders and RFP/RFQs

3. Provide training on procurement procedures by

  • Creating written and visual training material
  • Leading training sessions, virtual or in-person (when available)
  • Assuring those needing training attend sessions and provide credentials to access NetSuite, Smartsheet and SharePoint sites as needed

4. Ensure procurement compliance by

  • Assessing contracts within portfolio for policy compliance
  • Coordinating with contract owners, teams or departments to bring current contracts into compliance
  • Consulting with vendors and outside legal support
  • Working with in-house information security, private data and risk experts

5. Ensure competitive bidding and vendor diversity by

  • Leading or actively participating in bid, proposal, RFQ and RFP creation and execution
  • Actively locating new vendors and creating a preferred and diverse vendor pool

6. Oversee procurement reporting created by others by

  • Validating data and reporting structure
  • Creating presentations for differing audiences on vendor spend, diversity, performance, and cost savings

Qualifications

Required

  1. At least 5 years of experience working in a procurement department as a manager or purchaser
  2. Experience with sourcing, vetting, purchasing and dealing with vendors
  3. Strong ability to write comprehensive and clear policies and procedures
  4. Capability to create and deliver training detailing the procurement process
  5. Experience in creating and presenting reports, analysis, and data driven results
  6. Proficiency in Word, Excel, and SharePoint and willingness and ability to learn Smartsheet and the NetSuite procurement module
  7. Excellent English language oral/writing and comprehension skills and ability to comprehend contracts and drafting professional correspondence
  8. Ability to work independently and as an active member of a team
  9. Demonstrated ability to prioritize projects as needed and exercise considerable judgment, attention to detail, and discretion when liaising with staff and vendors
  10. Impeccable interpersonal, written and communications skills

Expected to work in a hybrid remote work environment with the ability to come into either the NYC office or regional hub (Washington, DC or Bay Area, California) a minimum of 2 times a week.
