The Enterprise and Cyber Solutions (E&CS) Operation within Leidos’ Defense Group has an opening for a Senior IBM Tivoli Netcool Administrator for the Global Solutions Management – Operations II (GSM-O II) contract. There is a potential for telework, however one must live within driving distance Fort Meade, MD or Scott SFB, IL to support IL5 and IL6 productions systems. The positions are expected to be 30% to 50% telework. This system administrator will support the sustainment and ongoing development of key applications in DISA’s Global Management System (GMS) solution, providing Tier II and Tier III support for applications hosted in the AWS Govcloud.

This position is to perform Deployment/Configuration/Migration/Testing of IBM Netcool Product for NOI systems. This team is responsible for design, Testing, configuration and installation of Netcool/NOI suite of products. hands on experience in planning, installing, configuring, administering, performance tuning, problem determination and documenting of solutions for IBM Tivoli Netcool/OMNIbus. This individual will be expected to perform these tasks with limited assistance from peers, product documentation, and support resources.

Primary Responsibilities

  • Be able to work in a rapid paced environment and must be able to work independently.
  • Be responsible for the maintenance and configuration of the Enterprise level IT monitoring system, IBM's ITM Netcool Suite of products including NOI, ITNM, TIP, DASH, ITNM.
  • Be involved in the design and implementation of IBM Enterprise Monitoring solutions. Duties include setting up administrator and service accounts, tuning system performance, installing system wide software and allocate mass storage space.
  • Troubleshoot and resolve moderate to complex system/application issues.
  • Makes recommendations to purchase hardware and software, coordinates installation and provides backup recovery.
  • Application of security settings and other commercial best practices such as DISA STIGS.
  • Provides coaching and reviewing the work of lower-level technical staff.
  • Provides support on a M-F business hours schedule, also responsible for on-call, extended hour, and weekend support as required by mission or emergency situations.
  • Maintain configuration management and baseline control of development, test, pre-production, and production environments
  • Deploy applications in our three landing zones using our automated CI/CD pipelines
  • Create, maintain, and implement detailed documentation and maintain standard operating procedures.
  • Interact with vendors to evaluate vendor products and make recommendations to in support of applications
  • Work with network engineers and developers to troubleshoot environment issues as necessary
  • Escalate support issues to vendors as necessary and coordinate resolution
  • Manage access including creation and management of user and service accounts

Basic Qualifications

  • Bachelor's degree in a relevant technical discipline and 8+ years of work experience in IBM's ITM Netcool Suite of products including NOI, ITNM, TIP, DASH, ITNM required. 4+ years of additional related years of experience is accepted in lieu of a degree.
  • Currently possess an active Secret security clearance and the ability to acquire a Top-Secret security clearance.
  • Currently possess DoD 8750 certification at least IAT level II, e.g., Security+ CE
  • Experience in Rule Configuration of Netcool MTTrapd, Nokia NFM-P, Windows log, Syslog, Java Socket and ELF probes.
  • Strong knowledge in Netcool Omnibus, Impact, ITNM, ITM and DASH
  • Knowledge and experience in architecting, design, and implementation of IBM Enterprise Monitoring solutions
  • Excellent knowledge in Event Management process and should have experience in Integrating ITM, Netcool and ITNM.
  • Good knowledge in Java / IPL Scripts and should be able to create / modify the scripts in Impact.
  • Ability to troubleshoot and resolve moderate to complex system/application issues.
  • Experienced in writing automated scripts in UNIX and Windows OS for maintaining the health of the applications.
  • Ability to performance monitoring and tuning
  • Assist with the integration with other NMS and external ticketing systems
  • Prepare and submit change requests, user guides, training guides and other required documentation in support of capabilities for the Netcool systems
  • Ability to work with Operations to identify rules and correlation opportunities to enhance the user experience to monitor alarms.
  • Assist with deploying Netcool and appropriate rulesets on LANs, WANs, and other related networking infrastructure supporting Network Services.
  • Application of security settings and other commercial best practices such as DISA STIGS.
  • Experience in executing backup procedures for Netcool/NOI suite
  • Configuration or restore of Netcool suite based on the backups.
  • Configuration of user & group role for above listed Netcool/NOI suite of products.

Preferred Qualifications

  • Integration of Network Management (NM) and Element Management (EM) systems with network performance, trouble ticketing, and security subsystems highly desired.
  • Experience with support systems to include enclave Ethernet switches, storage area networks (SAN), and network attached storage (NAS).
  • Candidates with a thorough knowledge of networking principles to included TCP/IP a plus.
  • Experience with a ticketing system such as BMC Remedy.
  • ITIL v3 Foundation certified
  • Linux environment experience
  • Windows Server experience
  • Experience working with virtual environments

Pay Range:

Pay Range $97,500.00 - $150,000.00 - $202,500.00
