The NJ Department of Children and Families seeks a proven leader to serve as the Deputy Division Director of the Office of Information Technology.

Under the supervision of the Office of Information Technology Director, this Deputy Director is responsible for the overall management of DCF Network Operations and IT Support Services. This office serves the Department’s over 7,000 employees by providing Windows Application Administration, IT Security and Mobility Administration, System Administration, and Field Support for all DCF central office and 57 field offices located throughout the State.

Through collaboration with the Director, the Deputy Director is responsible for the leadership, planning and management of all areas of IT Network Operations and Support including application development, infrastructure support, database management, security, and computer operations. Integrate and coordinate the development and implementation of IT projects throughout DCF to achieve maximum efficiencies and synergies.

As a member of IT management, the Deputy participates in planning for the Department’s growth, and coordinates the alignment of IT initiatives in support of operational business initiatives. The individual in this position is responsible for the development of IT strategic plans to identify applications to support business plans and create new strategic options. The Deputy provides direction and leadership in the review of current IT systems and methods, and in the formulation of new and revised systems. A primary function of this position is the identification and implementation of software and hardware solutions to ensure that IT capabilities are responsive to the needs of the Departments growth, changing business objectives, and opportunities for increasing operational efficiencies.

This position will be located in Trenton, NJ and may be eligible to work remotely for up to two days in a calendar week.

REQUIREMENTS

EDUCATION: Bachelor’s degree from an accredited college or university. Master’s degree is strongly preferred. Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience.

EXPERIENCE: Six (6) years of comprehensive IT management and planning experience with direct supervision of staff, and experience in the analysis and development of management information systems with responsibility for coordination, planning and implementation. Experience in all aspects of IT support and Network Operational Services, from endpoint to back-end enterprise supporting systems, network infrastructure environments (LAN/WAN, Server, and Storage Systems), Enterprise Management Software as well as Cyber Security. The successful candidate will have comprehensive knowledge of information systems, including capabilities and operating characteristics of major hardware and software components, as well as thorough knowledge of project analysis, development, and management techniques. Proven leadership skills in planning and management, as well as excellent interpersonal and communication abilities essential. Knowledge and experience with FISMA and security best practices, along with experience in a government agency, is preferred but not required.
