We are in search of an ambitious Senior Technology Transfer Agreement Specialist to join our remote team, with members located near Pittsburgh, PA and Morgantown, WV. As a core member of our Strategic & Technical Outreach Support team, you will play a valuable part in supporting and executing a wide range of projects and programs primarily around partnership and technology transfer agreements and technology licensing agreements. You’ll also work closely and collaboratively with our Proposal Coordination support team.

This work supports the Research Innovation Center (RIC) at the National Energy Technology Lab (NETL) on the Research Support Services (RSS) contract. NETL is part of the U.S. Department of Energy (DOE) national laboratory system and supports the mission to advance the energy security of the United States. NETL implements a broad spectrum of energy and environmental R&D programs that will return benefits for generations to come.

The position is directly related to NETL’s Technology Transfer work across NETL, but especially the Research and Innovation Center. Technology transfer is the process of transferring new technologies from the laboratory to the marketplace, transforming research into new products and companies so inventions benefit the greatest number of people as quickly and efficiently as possible. At NETL, researchers work every day to develop technology solutions to difficult problems. And NETL Technology Transfer works with entrepreneurs, companies, universities, and the public sector to move federally funded technologies to commercialization.

Responsibilities Include:

  • Preparing and amending of research and development agreements, including, but not limited to, cooperative research and development agreements, inter-institutional agreements, Memoranda of Understanding, and non-disclosure agreements. Supporting NETL Technology Transfer Analyst and legal counsel in negotiation of such agreements.
  • Ensuring that data is properly maintained and managed, e.g., status of agreement/contract negotiations, in the electronic agreement management system.
  • Working directly with the national laboratory’s researchers and their teams in partnership endeavors, with the ability to communicate technology transfer and proposals processes.
  • Ensuring adherence to process guidance documents to maintain compliance with Federal Orders and Procedures.
  • Supporting NETL licensing process and interinstitutional agreements for shared inventions.
  • Working with researchers to develop comprehensive multi-organizational project budgets.
  • Reviewing and approving customized reports for completeness, for varying audiences.
  • Ensuring team deliverables to the client are of high quality and provided on time.
  • Preparing and administering routine correspondence, memoranda, and related documentation.
  • Executing process and system improvements by working with team and support staff as needed.
  • Tracking and reporting weekly, monthly, quarterly, and annual metrics, as well as responding to ad-hoc metric requests.

Required Experience, Skills, and Education:

  • Bachelor’s Degree in business, social sciences, STEM, or related field and ten years of prior relevant experience.
  • Understanding of Bayh-Dole Act, copyright and patent licensing, intellectual property management, sponsored research, and technology commercialization.
  • Proficient in Microsoft SharePoint, Teams, Word, Excel, PowerPoint, and DocuSign.
  • This position will require extensive interface with all levels of the federal client and potential collaborative partners, so excellent verbal and written communication skills are required.
  • The complexity of information to be managed will require excellent organization and documentation skills; attention to detail is a must; and an ability to troubleshoot, resolve administrative problems, and quickly respond to inquiries.

Preferred Experience, Skills, and Education:

  • Experience in engineering or technical research and technology commercialization is desired, as is previous experience working with research administration and/or government organizations and laboratories.
  • Experience in coordinating the development of grants/proposals for sponsored research or possesses an understanding of the proposals for funding application and award processes
  • Demonstration of professional memberships in sponsored research or technology transfer organizations such as AUTM or others, and certifications such Certified Research Administrator, RTTP or CLP desired, but not required.

Pay Range:

Pay Range $57,850.00 - $89,000.00 - $120,150.00
