Description

The Leidos Civil Team has an opening for a Computer Systems Engineer / Project Manager to support the Federal Aviation Administration in Oklahoma City, OK. The position is responsible for supporting engineering related to AWOS-C projects. This engineer is needed for major hardware and software updates to Automated Weather Observing System (AWOS) to extend its service life for an estimated 20 years.

In addition to maintaining the existing AWOS-C sites (232 sites), over 200 Automated Surface Observing System (ASOS) will be replaced with AWOS-C which necessitate additional second level engineering support This engineer is needed for support of the Information Display System version 4 (IDS4) and the ASOS Control Equipment – Information Display System, (ACE-IDS). Also, this engineer will maintain an on-going assessment of the security profile related to each system, update the relevant documentation as needed, and develop strategies to mitigate emerging threats that are applicable to the system.

The project manager piece is needed for planning, directing, and coordinating team activities to manage and implement projects from initiation to final operational stage. Assist FAA to determine, monitor, and review all project economics to include costs, operational budgets, staffing requirements, resources, and risk. Lead the project team in supporting client requirements and translating requirements into operational plans.

Primary Responsibilities:

  • Prepare and maintain a work plan. This plan will initially be used by the Government to assess the adequacy of the resources utilized by the contractor to accomplish the SOW. The plan will be updated annually at a minimum, and resubmitted for FAA approval.
  • Provide support in the review of inbound document project requests and using established criteria, provide estimates for overall project duration.
  • Support the creation of project management documentation based on pre-existing templates.
  • Support the scheduled update of project status and review with the Government customer.
  • Coordinate with the FS Directive Management Officer / Contracting Officer's Representative (DMO/COR) to establish production deadlines and reporting for each document assigned to the team.
  • Ensure that all assigned projects are delivered on-time, within scope and within budget.
  • Provide support for project scope and objectives, involving all relevant stakeholders.
  • Provide reporting support in order to meet budgetary objectives and make suggestions relating to project constraints based on financial analysis.
  • Provide support to identify and mitigate project risks.
  • Provide continuous communication with stakeholders of project status and deliverables as well as risk and mitigation strategies.
  • Provide project reports in an approved medium relating to project success criteria results, metrics, and test and deployment management activities.
  • Provide status reporting regarding project milestones, deliverable, dependencies, quality, risks and issues.
  • Provide project liaison support between FS Divisions and Subject Matter Experts
  • Monitor, track and provide outcomes to resolve issues, conflicts, dependencies and critical path deliverables.

Basic Qualifications:

  • Must have a bachelor’s degree and at least 8 years of experience. However, additional years of experience will be considered in lieu of a degree.
  • Must have at least 5 years of experience leading project teams
  • Must be proficient with Microsoft Office applications.
  • Must have experience using Project Management tools like Microsoft Project,
  • Must have experience supporting the FAA.
  • Must be able to obtain and maintain a public trust interim clearance.

Preferred Qualifications:

  • Helix ALM, Bugzilla, and Git experience
  • PMP certification

Pay Range:

Pay Range $81,250.00 - $146,875.00
